Can confirm. In our house in Saudi Arabia there were wall outlets for 220V and for telephone. Not well visible because the two were behind a shelf. So by accident I once plugged the telephone into the 220V. Outlets not totally identical but close enough that it was not hard to get into the wrong one. I have to say the telephone was sturdy. It emitted an angry hum and some smoke. But it was still operational.
But what can one expect? Saudi Arabia is not a civilized country like Thailand or the Philippines.

When I bought a new washing machine, in our compound they were hard wired into the wall.
I called the maintenance guys to come and install it.
They sent an Afgani who just randomly tried the different wire connections until he didn't get blown half way across the room when he touched the outer casing of the machine.

I installed those international 220v sockets in my little hotel in Phuket and some Thai guests complained because they said there were no electrical sockets in the rooms.....
