They use good old fashioned hairspray i think it looks great not a punk myself but i like a lot of the music,some of its pretty raw Rancid have to be one of my fav bands,next new model army great lyrics

^ Actually, I've always found the classification of 'punk' rather vague. Please consider my advanced age here & note that I wouldn't know any new 'punk' bands if they hit me in the face with a rancid kipper:
Two of my favourite bands were The Clash & The Damned, who are both usually classified as punk, although I would say that they're not 'hard' enough to be punk. I've even heard The Stranglers (another fave) called punk. I wouldn't agree with any of those, but I might class New Model Army in there. Where is the line actually drawn?
