I think you like the simple (but adequate) life Simon, so I reckon your original idea of Mukdahan or Nakhon Phanon ticks the right boxes. Very close to immigration/ border, all the mod-cons you need, lovely people. Not sure if it would tip the scales, but NP has a great riverside promenade for your jogging, and a quiet ale or two combined with, umm, non-gender specific people watching.
Samui? What a great offer, but it is not a part of the world I would care to be perceived as crossing the interests of a local family/ clan.. Those southerners/ island folk can make life pretty difficult. Plus, taking on a big house & property is a fair commitment- are you up for that? At minimum, I would want a diplomatic partner in tow to maintain relations with the locals.

Ever thought of Surin? It is a really nice quiet town with lots of things to do around the area + easy access to Cambodia.
I don't think you can go wrong with Nong Khai; Udon Thani if you fancy a bit of farang nightlife every now and then.
Many island houses re available for a house sitter. Maybe similar in Isaan.
I would suggest the Samui island version of Thailand is of a somewhat dubious quality. More aligned with the two-week foreign tourists crowd, but my experience is only based on a 2-week stay in a 5* international hotel some decades ago. Outside the hotel, it was pretty dismal.
Issan for me would be one area, it's rather flat though. Having seen Thai village life both in Isaan and Trat which are both very similar. For me, I would choose Trat province, purely for varied landscapes, mountains (thai versions), clear streams to cool of in and the access to the many untouched Thai beaches, rather than the Mekong river.
Both would have similar Thai amenities, banks, hospitals, TIOs, even a small airport.

The Samui housesit offer initially sounded good, but my enthusiasm declined when I started to consider what might go wrong! Interestingly, I was offered a free Samui housesit by 2 different people who are vacant owners. I guess that because it's Samui, there are probably quite a few empty 'posh' houses that could do with housesitters.
I lived in Nong Khai before when mad ex#2 became too much of a handful at our little hotel in Phuket. We (me and her immediate family) thought that she couldn't do so much 'damage' if banished to NK. How wrong we were She would go for a walk every day and not return! Every afternoon, I had to drive out of NK and ask local folk if they had seen a mad woman. They would point me in the right direction and I would 'catch' her and return back to NK. One day, she managed to get on the express bus to Bangers and her sister had to phone the bus company and bribe them to get the driver to stop at a petrol station so that we could grab her before she disappeared into Bangers. Oh what fun times (NOT!).
I mention towns by the Mekong because I really love this river. So I lived in NK, Bueng Kan and Luang Prabang, always within 100 metres of that river. Hence Mukdahan and perhaps Nakhon Phanom are places for me to book into a hotel when I leave Pattaya and see which place takes my fancy. I'll pass on NK because it really seems to have grown in size since I lived there.

Personally, I recommend a suburb of Bangkok until your pension kicks in. Power, water and internet are generally rock solid and once your pension is available move up country where you're less reliant on stable services.
How long do you live in one place ? 3 months ?
LoL, I can give some numbers:
Pattaya - 2 months (but only because it was intended as short term while I received some Lazada parcels)
Mauritius - 3 months (clean, hot, civilised... and boring)
Turkish coast - 2 months (big mistake on my part! Nice but freezing cold in the winter)
Laos (Luang Prabang) - 3 years
Myanmar - 4 years
Laos (job) - 1 year
Thailand - 10 years
So it's only recently that I've been hopping around a bit
@Topper, stable services is really not an issue. Years ago, I needed to use fibre internet for a speedy connection. Nowadays in Thailand I am getting typically 30MB/sec upload and download using 4G. It is very reliable and I have yet to cancel a lesson due to slow/bad internet. Electricity outages are uncommon and short - my laptop battery can cope and I also have my car battery/inverter for my radio which I can use for about 3 days cover! So I really am almost independent of utility supply issues.
Choosing between Mukdahan and Nakhon Phanom - one reason for choosing Muk is that there is a water park close to town. I'm not aware of a water park near to NP. I know that NP has a good promenade, but also hear that Muk has an adequate (for jogging) path by the river. I plan to base myself in a hotel by the river and then check out possible places to live. I won't live in either town/city, but will live in a rural village (this is more to do with finding a house with a garden big enough for my radio antennas and with less electrical noise etc).
