I'm sorta with niddhogg's take on 'ole Jeff.

I think he did it to try to ingratiate himself but playing both sides off against each other blew up in his face and in the end practically everyone thought he was a cnut.

Saw a photo of him the other day - he’s the spitting image of Felonius Gru from ‘Despicable Me’.
