To stop the motor in CH is practised more than 20 years. And the fines are also enforced (somehow) when the driver is not disciplined enough - what's quite rare in CH...
Actually, also in Germany (are they in EU?) it's practised over quite a long time, with large side boards at the intersections ("Bei Stau Motor abstellen"), although without the fines - so far...

As far as I remember this is enforced in the tunnels rather than anywhere else. Certainly never had trouble in Switzerland with my car, which does not cut out when stopped. I can't recall seeing the signs in Germany or Austria but they may have them at the entrance to longer tunnels.

Bangkok could use some of these. Ramp lights that artificially reduce the amount of cars that can get on the highway.
