The guy is at fault here. He joins the UK military on the understanding he can get UK citizenship after something like 5 years service, providing he follows the rules when it's time to apply.

some mid level jobsworth beancounter at the nhs picked up on his surname and decided to investigate, and once the investigative paper trail was initiated civil service protocol dictates that it must reach its final destination, much to the glee of the civil servants involved, knowing that a shitstorm of abuse will hit the government.

it is nhs management, and of course public health england, the executive agency of the dhs, that are responsible, just as they are for the nhs covid fiasco at the start of the crisis.

it is the incompetence, bloody mindedness and obstructive neediness of the civil servants that are entrusted to carry out government policy that is responsible for the piss poor poor delivery of services in the uk today. the sooner the government get round to their root and branch reform of the civil service, the better. a task harder than the cleansing of the augean stables.
