Travel here is still very limited - you need papers to go to another region. Only essential travel is allowed. I haven't left my province in 6 months - fortunately my mom lives in the same province so I can still visit once in a while. I'm still WFH but it's getting old. Yes, vaccine please. (It's a dreadful thought that the Spanish flu lasted for almost 3 years.)
At the moment, aside from Filipino citizens, only diplomats and those with existing work or student visas are allowed to enter. In August, they amended the rules (IATF resulution #60, I think) to allow foreigners who have a spouse or minor children in PI - for humanitarian/ reconciliation reasons, they said. However, the foreigner must apply for a visa at the PI embassy in his/her country - with all necessary papers (marriage cert or birth cert of the child, bank cert, reservation in a pre-approved hotel, etc). They'll also be subject to a covid test upon arrival & quarantine for 14 days in their home (if they tested negative). This is based on the experience of Mark (YT: Overstay Road) who was able to return to PI last month after spending some time in the US.
I saw in some comments that if the foreign guy is living with his Filipina wife (in the US, for example), the foreigner won't be granted a visa. His wife (if still with PI passport) will be granted entry, but he won't, because the purpose of his visit isn't for reuniting with his wife/ family - so it isn't essential travel.
