Many layers to this onion.
Delving into different countries tax structures - good luck comparing apples to apples.
Dual Pricing Structures exist everywhere and come in many different flavors.
In the USA I received great savings over ordinary folk using my military discount. There were also teachers discounts, firefighter discounts and police discounts. Even had several venues where my military/veteran ID got me in free or cheap. Philadelphia Phillies games - military in for a buck (USD $1).
Resident versus non-resident fishing license/hunting license fees.
Disney park Orlando - drivers license showing local address for resident fee.
Dual pricing structures exist everywhere. Stationed in Italy, walk into a restaurant and speak to the waiter in Italian and get the resident menu vice the tourist menu. Usually in Italy if you speak the language you don't get taxed. If you're a foreigner you got the menu with the automatic tax and service fees added. Note - that was forty years ago and things do change.
