The offence is one of "possession" and anyone found to be carrying a corrosive liquid, at ANYTIME, ANYFUCKINGWHERE, without reasonable cause risks imprisonment. Even the dumbest lout will figure the risk of going about on his moped on his way to meeting his mates for a blag uptown and getting stopped in the street by the police, whose intel has long id'd him as a gang member, ain't worth the hassle.
Anyway, the moped blaggers are already turning to household hammers as a weapon to intimidate not least because they might argue it was a reasonable tool for them to carry on their bike.

The policy of the Met Police and other forces has been that if a hot pursuit is on balance likely to end with a fatality, either that of the perp or a member of the public, then they should consider terminating it or suspending it until such times the perp can be apprehended in other circumstances.

The problem as ever is that many of these thugs are teenagers and if they die in connection with a pursuit for thieving, say, a mobile phone worth fuckall then obviously some criticism will be levelled at the pursuing officers whose conduct may well be judged disproportionate to the breach of the law.
