To get any housing assistance from the state you need to be ''unintentionally homeless'' which a majority of those begging and intoxicated don't fall into, but refugees do. The government has an obligation to them once they are assessed and accepted.
It's a harsh wake up call, but still not harsh enough to make a lot of addicts get clean, despite methadone or subitex being fairly accessible.
It may sound unsympathetic and harsh to criticise but this is a reality.
Even citizens advice can assist, day centres provide access to counselling etc etc etc
