    Canada Legalizing Marijuana Next Summer

Liberals to announce marijuana will be legal by July 1, 2018

Provinces will have right to decide how marijuana is distributed and sold, CBC News has learned

By David Cochrane, CBC News Posted: Mar 26, 2017 9:00 PM ET Last Updated: Mar 27, 2017 12:54 PM ET

The Liberal government will announce legislation next month that will legalize marijuana in Canada by July 1, 2018.

CBC News has learned that the legislation will be announced during the week of April 10 and will broadly follow the recommendation of a federally appointed task force that was chaired by former liberal Justice Minister Anne McLellan.

Bill Blair, the former Toronto police chief who has been stickhandling the marijuana file for the government, briefed the Liberal caucus on the roll-out plan and the legislation during caucus meetings this weekend, according to a senior government official who spoke to CBC News on condition of anonymity.

    Provinces to control sales

The federal government will be in charge of making sure the country's marijuana supply is safe and secure and Ottawa will license producers.

But the provinces will have the right to decide how the marijuana is distributed and sold. Provincial governments will also have the right to set price.

While Ottawa will set a minimum age of 18 to buy marijuana, the provinces will have the option of setting a higher age limit if they wish.

    4 plants per household

As for Canadians who want to grow their own marijuana, they will be limited to four plants per household.

Legalizing marijuana was one of the more controversial promises Justin Trudeau made as he campaigned to become prime minister.

Highlights from the federal marijuana task force report
What can Canada learn from U.S., Uruguay about selling marijuana?
But in their platform the Liberals said it was necessary to "legalize, regulate and restrict access to marijuana" in order to keep drugs "out of the hands of children, and the profits out of the hands of criminals."

The Liberals had promised to introduce legislation by the Spring of 2017. Announcing the legislation the week of April 10 will allow the party to hit that deadline.

    Raids raise questions

Trudeau referred again to that rough timetable a few weeks ago when he said the legislation would be introduced before the summer. But at the same time he also warned that it wasn't yet open season for the legal sale of marijuana.

"Until we have a framework to control and regulate marijuana, the current laws apply," Trudeau said in Esquimalt, B.C. on March 1.

That warning became more concrete a week later, when police in Toronto, Vancouver and other cities carried out raids on marijuana dispensaries and charged several people with possession and trafficking, including noted pot advocates Marc and Jodie Emery.

Trudeau's promise to legalize marijuana was seen as one of the reasons for the Liberals' strong showing among youth voters in the 2015 election.

But at the NDP's leadership debate in Montreal Sunday, which was focused on youth issues, several of the candidates pointed to marijuana legislation as an example of a broken Liberal promise.

    -------

I was in Canada this past summer and there was a lot of buzz around next year's legalization in Canada. I realize quite a few states (California, Colorado, etc..) have already legalized it and pot is very state controlled. I'm just thinking about the impact if any it will have in Canada? I believe the provinces are still talking about where they are going to sell it. The liquor stores and pharmacies are trying to get access to sell it.

Anyway, it will definitely be provincially and federally controlled. It'll be weird to go to Canada next summer and walk into a liquor store and see weed being sold beside the alcohol.

    Thoughts?

    That's enough.
Thailand is talking about it so maybe with Canada getting smart it will prompt Thailand to talk a little quicker. Thailand is missing out on weed tourism, and of course the state would monopolise it like tobacco, so they're missing out on profits too.

^^Cool cool.... like red by chance?

^It should be interesting to see what happens that's for sure.
Thailand is talking about it too.. that is good. Asian countries like Korea, China and Japan are deathly against it. You even have to do a pot urine sample for the physical check.

Always time for a spliff. Takes less time than drinking a few beers.

I've actually packed in drinking... I don't really do anything bad any more, apart from farting too much and not reading things properly.

Smoking a bit of the devils lettuce isn't bad IMO

Definitely less bad than all other intoxicants, especially alcohol.

The younger generation prefers Ganja to drinking these days, and much cheaper and t less problem with smoking makes perfect sense to legalise it the world over.

Here for the past few months you can buy "marijuana" in the ciggie shops. Supposedly it is crap, has no effects at all.

They really should legalise it, the amount of people sitting on terraces and openly smoking is so obvious!! You can almost get high just breathing beside them.

I can't roll joints. Which is a pity because a guy gave me a huge chunk of really good hashish a few weeks ago at a music festival. I nibble it.

But they don't even sell vape liquid with nicotine - have to go over the border to France. So I doubt the dope legalisation will happen soon.

More young people smoke joints than drink.

It's de facto legal in Vancouver already. There are more dispensaries than there are Starbucks and there are even vending machines that sell it.

They try to fall under "medical" status, but for most of them all you need is ID.

Would be nice to see the UK legalize it one day, but I have a feeling it won't be any time soon.

Will this news bring about an increase in people taking up smoking? If so, isn't it a little hypocritical when they say people should stop smoking?

Wow, that's good. Medical marijuana is legal in all of Canada I believe, it is in Ontario anyway, but you need a letter from the doctor. My 80 year old aunt uses it for pain relief. 😀
I laugh because she let me smoke a joint with her daughter when I was 15 years old, even back then she smoked it with us..lol.

    Good point 😀
I do wonder if more young people will smoke because of it being legal. I think it is healthier than ciggies and don't like when people mix it with tobacco. I know some people that smoke both ciggies and pot. Stop smoking is related to cigarettes.

I doubt it as well in the U.K.. the only reason it is being finally pushed to be legal is because of Justin Trudeau being in power and he smokes or has in the past.

Hi Patsycat.. I wonder why they don't sell the vape liquid where you are? It s so popular in Canada and even here in China, there are vape shops everywhere!

    You nibble Hashish?
Try hash brownies sometime... not that I have ever

Who do you like better so far PB, Trudeau or Harper?

Remember, Harper was a cat lover.
