Talking about Chechnyan police I watched a documentary on Cheychyan Police sent into newly liberated areas by Assads coalition troops in Syria, to restore order before Russian troops moved in, they where successful because they looked and understood Islamic culture. These cops said they where loyal to Russia first and foremost.
Another clever move by Putin.
