Also, the taxis at Don Muang and Swampy have always been permitted to charge a premium for pickups there - it's been around the 50 baht mark for years - and I have never had one who declined to put the meter on.
Normally I get through in the Thai queue.
Southern Thailand, the cops don't bother with anything, including making taxis use the meter.
