So, when you said he was paroled for his offences you in fact meant he was bailed to appear before a court on a day to be fixed to answer outstanding charges not yet considered by a judge.
Might I suggest that you write in clear, unambiguous grammatical sentences and avoid colloquialisms.

He is clearly a fugitive from justice and, given the seeming nature of his offences, if he were to flee to Australia it is highly likely that the Cambodian authorities would seek his extradition and probably succeed.

I think he should return to Cambodia and buy an acquittal.
