I only went to the Philippines once in 1996, met and shagged an old friend of Imelda Marcos. A general air of desperation about the country then, whats it like now? no intention of ever going back. One of the strangest places I saw was a Christmas theme park where they had to go for visas. weird.

How do the mothers know the country of origin of the foreign father.
A two week holiday stayer, how would he know that a baby is on the way.
Maybe those children featured need a wash, because they don't look too much like missing Daddy. ( Daddy might be the local no money boyfriend )
I feel sorry for the kids but you can't attach any blame to the dads.

I was assuming that the Lady didnt particularly want to have a baby with a one nighter , I assumed that they wanted the money , but I do not know and I cannot speak on behalf of them .
If a poorly educated woman feels subservient to the male and she wants the custom , she probably wont be thinking of the consequences of her actions .
Watched the OP video just now, just the first half though (due to internet issues). By saying that the featured children "need a wash", do you mean to say they don't look "white" enough? Maybe for you, they don't look half-white, but for me, they could be, esp. Michelle, the 12 y.o. girl, and John, the 12 y.o. boy. Their eyes are larger, hair is lighter, and they have kinda Caucasian noses. Not all half-whites are as fair skinned as Marian Rivera or Anne Curtis. (google them)
I'm not saying that I'm sure that those children are half-white, but I'm saying that for me, if the mom said that those are half-white kids, I'd believe her. Esp. since the mothers are dark-skinned and the kids are a bit lighter-skinned with Caucasian-looking features.
@fluke & others - I'll believe the OP video at face value. The mom of Michelle, the 12 y.o. girl, believed that the guy had a vasectomy (and maybe they had a "regular" business relationship), so the girl didn't insist on condoms. As for Sarah, the 20 y.o. woman with the baby, she said she was drunk and was raped/taken advantage of, by the guy. So in this case, it's a "she said" version. Sarah's baby is dark-skinned - I'll give her the benefit of the doubt as to the paternity of her baby. Some babies who are born dark-skinned become fairer as they grow up (I know of relatives and babies of friends who were born dark-skinned, but eventually became lighter skinned when they were toddlers.)
I can't speak for the women involved in the docu, but I've spoken to some former bargirls and they used condoms to protect themselves (at least, they said so). Condoms are easy to buy nowadays - they're displayed on grocery store shelves and drugstores/pharmacies.
Sad situation. Poverty is so destructive, be it in Thailand or Philippines.
