It was actually the subject of a partial-limited-hangout article in an issue of the prestigious, semi-official U.S. periodical "Foreign Affairs" in the early 1980's. The thrust of the article was: we will very soon have the capability to control the distribution of global precipitation. So, how should we do so equitably?
Clearly the advent of chemtrail spraying in the late 1990's was the implementation of this program. And it seems likely that the multiple droughts around the world are its result.
Chemtrails are not universal. There are no chemtrails in ChiangMai, for example. It's almost eery to see planes flying with no chemical fog spraying out the back, once one has become accustomed to it.
