I think half the problem here is the word "pimp"
It is perceived as a bad word and a slur on some one's character and to be denied at all times.
If the girls want to provide a sexual service and the punters want to buy then I have no problem with someone providing the venue to meet and taking fee for that.

From what I understand, the bar-fine is paid by the girl (she gets the bloke to pay it) to compensate the bar for the time not spent at the bar 'working'. Sometimes girls will pay their own bar-fine if they want a night off.
In this case, the bar owner is not a pimp. He is just being compensated for wages given, but, not earnt.
If there is a target set for X amount of bar-fines per month that the girl must attain, otherwise, she has money docked from her monthly pay, then, yes he is a pimp.

In my own experience, when I was doing the bars some owners know my preferences and actively sought lasses to fulfill them. Are they pimps, or just nice people looking out for me?
