    Thonglor Police Scam

    Thonglor Police: “Foreigners Have Right To Say No To Drug Test”



    BANGKOK: -- Police at Thonglor District have said on the record foreigners / tourists have the right to say “no” if police ask you to do drug test.

    The quotes will be published in an article coming in the next few days from a major global news outlet who followed up on the growing concern from expats and tourists at the random stop and searches around the Sukhumvit / Asoke area of Bangkok where officers are asking for urine samples for an on the spot drug test.

    Other quotes from the interview have been shared with me off the record and are incredible. In fact a better description would be laughable and as expected, blame is shifted to others and there has been no wrong doing by officers working out of that police district according to the ranking policeman interviewed for the article.

    Possession aside, if a law enforcement official has grounds to believe you have taken a Category I, II or V narcotic, he or she can detain you and request authorization to test you. Refusing a test or examination can result in imprisonment for up to six months and/or a fine of up to ten thousand baht.

    They have vendors all over that area of Sukhumvit selling Xanax, Valium, sex enhancement drugs and even displaying symbols for marijuana on the sidewalk. If they want to shake someone down, all they have to do is watch and wait for someone to make a purchase.

    SWIM (someone who isn't me) says the shite is real too.

    ^^ " if a law enforcement official has grounds to believe" in a Western legal sense, those words are very important, maybe not so much in Thailand. This all goes down to reasonable suspicion or probable cause and whether a court is willing to toss a case for lack of it.

    If their real motive is to find drug users, or even if it's to extort money they would do a lot better, and not waste time choosing people who actually show signs of drug use.

    BobR, think the test will be under the Rehabilitation Act B.E. 2545 (2002), so not strictly a criminal offence. Harm minimization and public health, get a dirty test and you have to do a program, complete the program, no further action.

    The test would be if someone had the gumption to take them to court for unlawful imprisonment where they would have to prove they had reasonable grounds.

    If stopped refuse, at the station request the embassy be called and contact a lawyer and you will be mysteriously "unsuspected"

    หมู่ (mùu) just means group, like หมู่บ้าน (mùu bâan) means a group of houses; a neighborhood, village or like เซ็กส์หมู่ (sék mùu) means an orgy or group sex...

    So the term หมู่หมา is just a group of dogs or a dog pack.

    There is nothing in the thai phrase หมู่หมา that means they're going to attack or "go at you like a passel of possums".

    Now that we cleared that up... I will agree it is quite possible you will beat down the thai who offended you...

    However unless you back yourself into a corner where you can limit the direction subsequent attacking thaiz can get at you, I highly doubt you're gonna come out of an encounter like that unscathed.

    I have watched more than my share of foreigners who thought they were 6 foot tall and bullet proof be beaten into the ground by a gang 'o rabid thaiz.
