There is a heated discussion among space geeks about that. Some, like me, are of the opinion it is worthless as a base for the next jump and of some limited interest for science. There is probably some water on the moon, so you potentially could produce LH and LOX (liquid hydrogen and liquid oxygen) for fuel. But liquid hydrogen is very hard to handle and even harder to store. IMO probably not suitable as fuel for long term exploration flights.
Others are of the opinion that it is a worthwhile step on the way out. Many simply want the moon again to see ANYTHING happen.

No, it is not, there is He3. You can potentially use it for a variant of nuclear fusion that produces no radioactive waste at all. The kind of fusion presently researched on earth will produce some mildly radioactive waste with short half life. But fusion with He3 is even much harder to achieve than fusion with hydrogen, which we cannot do yet.
