World Cup 2022: Claims of corruption in Qatar bid published in Germany

    http://www.bbc.com/sport/football/40412928

Qatar was awarded the 2022 World Cup in 2010, with Russia given the 2018 tournament

Claims of alleged corruption in Qatar's successful 2022 World Cup bid have been published in the German media.

The Bild newspaper says it has obtained the 'suppressed' 2014 report authored by former Fifa independent ethics investigator Michael Garcia.

Bild's report includes details of a $2m (£1.6m) sum allegedly paid to the 10-year-old daughter of a Fifa official.

Garcia quit in December 2014 in protest at the handling of his report into the bidding process.

The American lawyer cited a "lack of leadership" as he left football's world governing body, whose executives unanimously agreed to publish a "legally appropriate version" of his report.

That 42-page version cleared Qatar of corruption allegations.

Bild says it will be publishing the full details of Garcia's 403-page report from Tuesday.

    The newspaper claims:
    • Three Fifa executive members were flown to a party in Rio in a private jet belonging to the Qatari federation before the vote for 2018 and 2022 hosting rights.
    • The Aspire Academy in Qatar was implicated "in a decisive manner" in "the manipulation of Fifa members who had the right to vote".
In a Facebook post, Peter Rossberg - the journalist who claims to have obtained the report - said it "does not provide the proof that the 2018 or 2022 World Cup was bought".

He described its findings instead as "like a puzzle that only makes sense when all parts are put together".

Fifa's inquiry looked at the conduct of all nine bidding teams who were trying to win the right to stage the 2022 World Cup or the 2018 event, which was awarded to Russia at the same ceremony in 2010.

Speaking before he resigned, Garcia said the version of his report that Fifa published contained "numerous materially incomplete and erroneous representations".

Simon Johnson, who led England's 2018 bid team said: "Now that I have seen Mr Garcia's statement, I am absolutely convinced that the report is a politically motivated whitewash."

British MP Damian Collins also described it as "a whitewash" and "an attempt to con people".

"The result is that allegations of bribery and serious wrongdoing remain unanswered and they are still suppressing the full report," he added.Fifa's final report strongly criticised the English Football Association.

It said the body had tried to "curry favour" with its former vice-president Jack Warner, who quit his role in 2011 amid bribery allegations. The FA rejected the claims, insisting it "conducted a transparent bid".

French prosecutors have also been investigating the bidding process for the 2018 and 2022 World Cups, and in April questioned former Fifa president Sepp Blatter "as a witness".

France's National Public Prosecutor's Office began its investigation last year.

    Analysis
    BBC sports editor Dan Roan

Ever since ex-Fifa ethics chief Michael Garcia dramatically resigned in protest at the way his landmark investigation was handled two years ago, the contents of his secret report have been one of sport's great mysteries.

The German journalist who has obtained a copy of the leaked document has suggested it does not provide proof that the 2018 and 2022 World Cups were 'bought'.

But, while this may not represent a 'smoking gun', there are early signs it will raise further awkward questions, especially over Fifa's decision back in 2014 to controversially clear Qatar's bid to host the event.

With the Arab kingdom's staging of the tournament under renewed scrutiny after it fell out with its neighbours, and 2018 hosts Russia forced to fend off new doping allegations, these revelations are the last thing Fifa needed.
Life should not be a journey to the grave with the intention of arriving safely in a pretty and well preserved body, but rather to skid in broadside in a cloud of smoke, thoroughly used up, totally worn out, and loudly proclaiming "Wow! What a Ride!"

    Or England.

With the infrastructure in place, it's astonishing that they have only had 1 major tournament since 1966.

Or it would be if Fifa wasn't corrupt to the core in it's aim to take the wealth of newer, more corrupt nations in the World.

Maybe the Thais can set it up so they can draw the lots for the groups live in Bangkok.

    What's the current plan?

Play the matches at 2am, make the stadiums fully air-conditioned, or make the matches a kind of endurance affair where the team with the most players still alive after 90 minutes is the winner?

Are you suggesting that Qatar and Russia might be corrupt?
Most un christian of you Minty/Jesus.

It should obviously go to a country with a hard line military dictatorship. Just to guarantee security like.

Maybe Argentina? They could certainly do with the currency. As a gesture of goodwill, England could play group games in the Falklands, if they qualify.

What's the plan for the top European leagues?

Start the season 2.5-3 weeks earlier and end it 2.5-3 weeks later, with a 5-6 week break for the WC in Nov + Dec?

A Swiss court has opened a corruption probe against Nasser Al-Khelaifi, the Qatari businessman and chief executive of Paris Saint-Germain, and former FIFA secretary general Jerome Valcke.

Al-Khelaifi is a key member of the organising committee for the FIFA World Cup in Qatar and was described by French newspaper L'Equipe as "the most powerful man in French football".

Switzerland's Office of the Attorney General (OAG) said on Thursday: "It is suspected that Jerome Valcke accepted undue advantages from a businessman in the sports rights sector in connection with the award of media rights for certain countries at the FIFA World Cups in 2018, 2022, 2026 and 2030 and from Nasser Al-Khelaifi in connection with the award of media rights for certain countries at the FIFA World Cups in 2026 and 2030."

The Paris offices of beIN Sports were searched on Thursday morning as part of a criminal probe against Valcke and Al-Khelaifi.

In a statement released on Thursday evening, beIN Media group said they "refuted all accusations" made by OAG.

It added: "The company will fully cooperate with the authorities and is confident as to the future developments of this investigation."

The French financial prosecutor's office issued a statement saying two of its representatives, along with other French officials dealing with anti-corruption and tax avoidance affairs, had carried out the search at beIN.

It added that the operation had been carried out in conjunction with the EuroJust body, a European Union agency for cooperation in criminal matters, and Swiss authorities.

Al Khelaifi's profile has risen in recent weeks as PSG pursued and sealed a world record transfer of Brazil forward Neymar from Barcelona for £198m.

The case stemmed from a wider investigation of FIFA's business that saw criminal proceedings opened against Valcke in March 2016.

Valcke was FIFA's secretary general under then-president Sepp Blatter from 2007 until he was fired in January 2016 after being implicated in an alleged scandal involving ticket sales and misuse of expenses, the result of a probe by the US Department of Justice which also brought down his boss, the then FIFA president Sepp Blatter.

The French former TV presenter was initially banned for from football for 12 years by FIFA's ethics committee, which was subsequently reduced to 10 years.

Valcke launched his case at the Court of Arbitration for Sport in Lausanne this week to challenge the ruling.
