Well not so early but you are right the youth policy had been put in place after WW2 by Sir Matt Busby however it had been largely neglected after Sir Matt retired and was in a sorry state when SAF took over in 1986. It was he and not Bobby Charlton (he ran soccer schools away from United) that re kindled United's own youth system which provided Beckham*, Scholes, Giggs, Butt,the Neville's and more since.
