I presume you mean the co-axial type of cable.
It will work OK indoors.
If you intend to use it outdoors then try and run it out of direct sunlight or it will deteriorate.
A cursory search shows they do have white co-ax. cable in Australia. So he should save himself the trouble.

There are a few possible variations with coax cable:
- Firstly there's the Impedance: Most TV and FM cable is 75 Ohm, while Radio cable is usually 50 Ohm (you need 75).
- Then there the durability of the outer insulation: Is it rated for indoor or outdoor? (eg waterproof).
(The colour has very little to do with anything, except perhaps the U.V. rating)
- And then there's the general quality, eg expensive v/s cheap.
The good stuff has thick copper braid (tight, no gaps), perhaps with multiple layers of braid separately insulated, and with high quality foam insulation and a heavy core.
The cheap stuff has very light open braid (often just aluminum foil) and solid insulation. Both of which make the coax leaky and lossy. Eg you get a weak signal out, with lots of interference getting in.
The bottom line: You get what you pay for.
One possible difference is the connector type: Australia uses Belling Lee (PAL) type, America often uses F59 type.
Search google for some pictures.
Also soldered or crimped connectors are much better than the cheap twist-on type.
