Cheapest- I will go ask today what they use in the guesthouses near me. I think they have CNN, Australian Network a couple of shite sports channels and about 80 Thai channels.
I should imagine if your apartments are going to be lived in by mainly Farangs, they would prefer True
in town most guest houses ues WETV, they have recently gone digital with over 300 channels. very cheap to install and very good monthly rates, would prefer to TRUE

so maybe if I wire up each apartment to the dish and multiswitch, the tenant can choose to use his service or not

Yep, the signal still comes to the dish. I think the internet connection is to keep your decoder up to date but correct me if I'm wrong.
