Yes, but Lulu is a runty jerk who needs to win by any way, even if it means going against the spirit of the conetst, if he can find an easy way, a technicality, he'll take it. Also, he's not very smart and "clear" things are not so clear to him.
This puzzle in particular grabbed him because I spent a few minutes on it and didn't get it: Cue the weakling coward to spend time trying to show his googling skills or time available.

Had asked (past perfect, or some such tense name - a past action that has relevance in the present) means that Mrs. Methy had asked before the menu was created, thus the menu was created for 3 people.
Asks or asked means that Mrs. Methy asked after it was created, thus the menu was created for 2 people.
