    Sa Kaeo: Electronic waste discovered in conservation forest

    Residents of Tambon Talangnai, in the Wangnamyen district of Thailand’s Sa Kaeo province, have discovered a huge electronic waste dumping site, covering over 3.2 hectares of a conservation forest in the area. They are appealing to relevant authorities to inspect the site, fearing it might be harming the environment.



    A Thai PBS reporter found the majority of the electronic waste consists of computer chips, circuit boards and wires. They were dumped near Subphlu-Kao Phu Heep mountain, where there is a concrete pole inscribed with the words “Conservation Area”.

    Mr. Amnaj Phiphitkul, head of Tambon Talangnai, said he was informed by villagers that a notice reading “Get together and recycle” had been erected at the dump site, followed by a campsite to house a team of waste separation workers.

    A Cambodian worker at the site told the Thai PBS reporter that the waste was transported to Thailand by sea, to Chonburi. He claimed that the authorities have been to inspect the waste and he was told to separate it and look for items with resale value.

    Mr. Amnaj said that the land is part of conservation Zone C, as designated by Cabinet Order B.E. 2535 to preserve the land, water, plants, animals and rare or valuable natural resources for research and education. He added that an investigation will be launched to confirm whether this site can be used for electronic waste recycling activities.

    Once spent a year 35km from here, Wang Nam Yen a small highway town, closest to us for a vet for our dog Yom. That's one, other points of interest, it's home to a large dairy factory (see below), and a cooperative furniture making community. There was one cafe but noted it had gone when we went through in April. It now has a one-screen cinema. Progress.

    Seems site is to employ up to 100 Cambodian workers (probably illegally) who get paid 2 baht per kilogram of recyclable product. The piles are growing with more trucks from Chonburi arriving daily.

    Wang Nam Yen Dairy Cooperative Limited is the second biggest dairy production venue of the country. It was established in 1987 to serve the farmers who face very low output, price and the exploitation of middlemen to change their career from agriculture to become dairy farmer.It was registered as cooperative on July 22, 1987 with 200 members, 1,000 cows and capital stock of 60,000 baht. Nowadays, it has over 1,300 members, 300 employees and 30,000 cows with a production capacity of 150 tons of raw milk a day.

    Owner of electronic waste in Sakaeo given 15 days to return it to Rayong
    July 9, 2019

    The owner of about 300 tonnes of electronic waste, dumped in a conserved forest in Wang Namyen district of Thailand’s eastern province of Sakaeo, has been given 15 days to take all the waste back to Rayong, an industrial province on the Eastern Seaboard.

    Mr. Boonyuen Noicharoen, who claimed he bought the electronic waste from Arisa Recycle Company in Pluak Daeng district of Rayong for recycling at the conserved forest in Wang Namyen district, has already been fined more than 300,000 baht for illegally undertaking recycling activities and for using more than five employees without permission. About 50 Cambodian migrant workers were found working at the dump site at the time authorities carried out a raid after they received complaints from villagers living nearby.

    He said copper and plastic extracted from the waste would be sold to buyers in Sakaeo and Saraburi provinces, adding that he did not break any law because he had been granted to the permission to move the electronic waste out of Rayong province.

    Sakaeo provincial governor Wichit Chartpaisit inspected the dump site on Monday and ordered that all the 300 tonnes of electronic waste be moved out of the conserved forest and sent back to Rayong province within 15 days.

    He said the electronic waste is toxic, emits a foul smell and might be harmful to residents of Ban Nong Kae.

    The governor assured the public that no local officials were involved in the illegal recycling business.

    However, military officials who inspected the dump site said they suspected Boonyuen might not be the real owner of the waste and that a local politician might be involved.
