There is a new boat that goes there, and you should be able to book it at most guesthouses in Trat.

You can take a speedboat from Koh Chang, from Bang Bao at the southern tip of Koh Chang.
From Laem Sok on the mainland you also have a choice of either a "slow boat" or a speed boat.

There is no snorkelling on Koh Kood of any significant interest, but Koh Rang is a 20 minutes speed boat drive away. However, this is also the place that most tour operators go from Koh Chang, so it can be quite busy.
However, you intend to travel in July, so it is basically a hit or miss due to the monsoon season.
If the weather is good, I am sure you will enjoy yourself at Koh Kood.
If the weather sucks, meaning strong winds, rain and heavy swell, you will be bored shitless.
Koh Kood is rather undeveloped, and thank God for that, but it also means there is little to do during bad weather.

disagree with the above about no snorkeling. Offshore there is some quite healthy coral. Spent a few weeks going out everyday straight out from just south of Khlong Chao beach (right off the rocky point with the spirit houses) and saw loads of beautiful fish, stingrays, corals, cuttlefish. Never lacked for something to see.
Not sure if that boat will still be running or not then but it's quite nice. I've taken it as far as Koh Mak. Ask at your guesthouse in Trat and they'll be able to help you. As a rule, the further from the main road you stay in Trat, the more honest they'll be.
We got an 'all in' deal about ten years ago with this resort. We were met at the bus station, taken to the coast and then there was a boat to the resort.
For two families, especially with young kids, I think this method would be ideal as it cuts out the hassle.
It wasn't cheap, but all meals were included and it was well done. The snorkelling (also included) might not have blown an aficionado away, but we enjoyed it.
