    Submarine vital, naval chief insists

    Admiral Sathiraphan says country lacks the ability to defend marine resources, maritime boundaries

    Admiral Sathiraphan Keyanon, the Navy's commander-in-chief, yesterday sought to purchase a submarine as part of a multi-billion-baht naval modernisation programme.

    Sathiraphan said the country still has no submarine to defend and protect its seas and natural resources.

    He warned that the armed forces should not be blamed for failing to prevent violations of territorial waters or repel invasions if there is no support for the multi-billion-baht submarine procurement.

    Several attempts by the Navy in the past decade to acquire a submarine have been unsuccessful partly because of the high price tag.

    Satiraphan, deputy chairman of the Council of National Security, yesterday attended the first of a two-day annual conference on the armed forces' strategy, chaired by defense minister Gen Boonrawd Somtas.

    The Navy, Air Force and Army have proposed their 10-year procurement and modernisation programmes to upgrade their units.

    Boonrawd voiced support for the Navy, saying that at the moment the Navy has the most urgent requirement for arms purchases including an outlay for submarine deployment.

    "Over the past decade following the 1997 financial crisis, the budgets for armed forces have been relatively small, resulting in shortages of new equipment so we have to better prepare ourselves so that we could respond to national security threats more effectively," said the defence minister.

    The next government is expected to factor in the military's weaponry requests and allocate the funds accordingly, he added.

    Key commanders from the Army, Navy, Air Force, Supreme Command and Defence Ministry showed up in full force to participate in the conference.

    The planned purchase of Ukrainian armoured vehicles will be carried out unless the Office of the Auditor-General raises further doubts after the Army explained away the previous questions, Boonrawd said.

    Seen accompanying Boon-rawd were Defence permanent secretary General Winai Phatthiyakul, Supreme Com-mander General Boonsarng Niumpradit, Army chief General Anupong Paochinda and Air Force chief Air Chief Marshal Chalit Phukphasuk.

    Chulalongkorn University lecturer Panithan Watthanayathorn also outlined a comparative armaments study and the security threats likely to emerge over the next five years during the opening session of yesterday's conference.

    For fiscal 2008, which started October 1 this year, the defence ministry got a 24-per-cent budget increase, bringing the allocation to Bt143 billion.
    For the following three years, the ministry has planned to seek a budget of Bt150.8 billion for fiscal 2009; Bt150.9 billion for fiscal 2010 and Bt148.1 billion for 2011.

    more submerged debris we shall have to avoid!!!

    canada are taling of selling the upholders so i heard, good boats too, cant go to far with out a fuel barge but well equipped and cheap.

    No its not reallt the right type of rice you would be better of with Aborro rice you can get it here used in risotto so should do the trick .

    King calls for unity, use of bio-fuels

    On a serious note, King Bhumibol used his birthday eve speech to admonish the navy for recently expressing the wish to buy a submarine, noting that submarines were unsuitable for Thailand. The Gulf of Thailand is a notoriously shallow body of water.

    When I was working at the port in 1997, delivering and deprocessing assets purchased by the Thai Army through foreign military sales program I had the opportunity to view the aircraft carrier when first brough in port. I received a lot of attention as the 1st and only carrier.

    Chakri Naruebet leaving for South

    The navy's aircraft carrier Chakri Naruebet and another vessel are heading down South to Songkhla province on a flood relief mission, navy chief Adm Kamthorn Phumhiran said on Tuesday.

    The two vessels are scheduled to leave the Sattahip naval base in Chon Buri at 4pm on Tuesday and expected to arrive in Songkhla between midnight and 2am on Wednesday.

    On board the Chakri Naruebet will be four Seahawk helicopters and amphibious craft. The aircraft carrier will serve as a floating hospital and base for flood relief operations, Adm Kamthorn said.

    People in need of help can contact the naval operations centre at tel. 1669 around the clock, he said.

    Public Health Minister Jurin Laksanavisit said on Tuesday he had ordered all state-run hospitals in flood-hit areas to ensure they had adequate oxygen and other medical supplies for at least 14 days, as well as a back-up power generator.

    He said the ministry would consult the Budget Bureau about funding for repairs to hospitals and purchases of medical supplies to be distributed to flood-hit people.

    The UK government is building two aircraft carriers at the moment. There will be NO aircraft owned by the UK which would be able to use them for 10 years after they are commissioned.

    Currently they are touting them to the French and US navies to "utilise" them. Can you imagine the scene when the US aircraft want to land but the French are having their three hour lunch which just happens to end when the UK sailors stop for tea.

    HTMS Chakri Naruebet to cook for affected people


    HTMS Chakri Naruebet loaded with relief items and boats for flood-hit people arrived at an island off Songkhla province on Wednesday.

    The ship had spent about 18 hours for travelling from a naval base in Sattahip to Nu Island off Songkhla.

    Rear Admiral Sakarin Charoensuk, commander of navy rescue mission, said that the task force led by HTMS Chakri Naruebet, will anchor at the island for five days.

    "During the five days, we will distribute the relief items to flood-hit people donated from Friends in Need of "Pa" Volunteers Foundation and other organisations," he said.

    The items would be transported to the main land by boats and helicopters.

    The helicopter carrier would turn into a huge kitchen which would cook for the affected people, approximately not less than 1,000.

    The carrier will also use its helicopters to transport injured or sick people to hospitals, he said.

    Saab Receives Order from Thailand Regarding Upgrading of Command and Control System

    “This is the second 9LV Mk4 contract signed between the Royal Thai Navy and Saab. It further strengthens Saab's position in the country, which we are proud of”
    The defence and security company Saab (STO:SAABB) has received an order from the Royal Thai Navy for the upgrading of the command and control system on the aircraft carrier H.T.M.S. Chakri Naruebet. The order amounts to MSEK 180.

    The contract involve upgrading the aircraft carrier with the latest generation of command and control system, 9LV Mk4. Saab will also supply data-link equipment to the ship, which will allow communication between the ship and the Royal Thai Air Force’s Gripen fighter aircraft and the airborne radar system Erieye, carried by the Saab 340 AEW.

    “Saab will further strengthen its position as supplier to the Royal Thai Navy through the upgrade of the command and control system on the Navy's flagship. Saab is now on the Navy's three major vessels and with links to the Royal Thai Air Force's Gripen and Erieye, capabilities and resources can used more efficiently,” says Gunilla Fransson, Head of Saab’s Business Area Security and Defence Solutions.

    Saab is the main contractor to the Royal Thai Navy, and as well as supply of its own systems, its tasks will include procurement of third-party systems and responsibility for integration of all existing and new systems.

    “This is the second 9LV Mk4 contract signed between the Royal Thai Navy and Saab. It further strengthens Saab's position in the country, which we are proud of,” says Gunilla Fransson.

    The contract mainly concerns the Security and Defence Solutions business area as the supplier of the command and control system. The Electronic Defence Systems business area will supply the Sea Giraffe AMB surveillance radar system as well as data-link equipment for communication with Gripen and the Erieye airborne early warning systems.

    The contract will run between 2012 and 2015.
