Flood Waters Swamp Over Phra Kaeo Temple and the Supreme Court Building

The Chao Phraya River’s water level remains worrisome, as the water has now already reached the homes of riverside communities and inundated the front area of the Supreme Court building.
Rising sea water pushed the river’s water level to rise abnormally up to 30 cm, disrupting traffic routes around the Sanam Luang area. Officials rushed frantically to quickly drain water within the Phra Kaeo Temple by deploying large water pumps to clear out water pooled up in this important landmark while military personnel are constantly monitoring the scene.
Meanwhile, the flood wall at Phra A-Thit road near the ASTV television broadcasting station has been breached, causing water to gush through and inundate the entire road. Officials were forced to close all traffic routes between the Pipop Leela and Bang Lamphu junctions respectively, as the water level rose to a foreboding 70 cm. As of now, only military vehicles can pass through to assist troubled residents.

The flood situation in Thonburi area remains critical as passage by small vehicles on many roads are impossible.
Overflow from Chao Phraya River has flooded the road underneath Pinklao Bridge and expanded to Baromratchachonnanee-Charansanitwong roads. The Pinkloa Bridge remains closed for traffic both inbound and outbound.
Flood water continues to rise on Charansanitwong road, especially from Soi 75 to Rama 7 Bridge, which is impassible for small vehicles.

Commerce Min to Discuss Import of Pork, Chicken, Eggs with Producers to Ease Shortages during Floods
UPDATE : 28 October 2011
Commerce Minister Kittirat Na Ranong is set to hold talks with pork, poultry and egg producers today about the plan for special imports in order to ease shortages during flooding.
He will also discuss with packaged rice producers after the Public Warehouse Organization was instructed to ensure an adequate supply to the market and prevent hoarding.
Also today, the minister will receive lunch boxes donated by private companies for the flood relief campaign.

PM to Inspect Flood Situation by Helicopter

Prime Minister Yingluck Shinawatra will inspect the level of Noi River in Lopburi Province and the flood situation in the western and eastern areas of Bangkok by helicopter. She will conclude her inspection trip at Rangsit Canal in Pathum Thani.
Also today, talks will be held regarding the proposal to relocate the Flood Relief Operations Center headquarters, which is currently in Donmuang, and the plan to excavate roads to facilitate drainage of flood waters to eastern Bangkok in an attempt to protect the capital’s inner areas.

Water is starting to encroach on the capital city as Thailand grapples with its worst flood disaster in decades. Areas including the city's famous Chinatown neighborhood are experiencing rapidly rising water levels. WSJ's Patrick Barta reports.
BANGKOK—Big-name tourist hotels are emptying. Foreign governments are warning their citizens away. Residents are debating whether to evacuate before the latest flooding disaster worsens.
It's a familiar sequence of events for Thailand's capital, which has endured repeated episodes of violence, chaos and anxiety in recent years, including massive antigovernment protests in April and May 2010 that left more than 90 people dead.

Thailand's latest disaster began with storms in July and has now claimed more than 370 lives. Beyond the immediate threats to lives and property, the flood presents new challenges to one of Asia's largest cities and one of the world's most popular tourist destinations.
Supplies of bottled drinking water have more or less vanished from supermarket and convenience store shelves. Residents are scrambling to buy life vests and rafts and preparing for the possibility that electricity will be shut down in areas. More and more people are leaving entirely.
"It's becoming clearer now that this horrible flood will be here to stay, at least for several weeks," said Adisorn Vivakanond, managing director of Tri-Property Co. Ltd. a developer of low-rise condominium projects. He sent his wife and child to stay up-country, "so that they won't have to share the fate of the rest of us Bangkokians in the eventual scarcity of foods and water supply," he said.
Most of Bangkok's central business district remained dry on Thursday and operating more or less as usual, thanks to a series of makeshift barriers in northern sections of the city that have kept the biggest flows of water at bay. But floods have inundated at least seven of Bangkok's 50 districts, mainly in the city's northern outskirts, and more are at risk.

Authorities worry that unusually high tides from the Gulf of Thailand have the potential to send water in Bangkok's main Chao Phraya River over its banks over the next several days. Roads along the nearby Grand Palace, one of Bangkok's best-known tourist landmarks, are already partially flooded. Drains are overflowing in sections of Bangkok's bustling Chinatown.
The slow-motion disaster, which has already claimed a half-dozen of Thailand's most important industrial estates and crippled supply chains for some of the world's biggest companies, comes just 1½ years after antigovernment protesters occupied much of central Bangkok, bringing many businesses to their knees. That episode, in turn, came less than 18 months after rival protesters took over Bangkok's main international airport for days, marooning hundreds of thousands of travelers and jolting trade.
Such incidents have dented Thailand's reputation and led to broad speculation that firms would pare back big investments here. That didn't happen, for the most part, as companies such as Ford Motor Co. have continued to expand manufacturing operations, keeping this country of 65 million people as one of the world's industrial hubs.

Tourist arrivals, meanwhile, rebounded strongly after the unrest of 2010. Last summer, a Travel + Leisure magazine poll rated Bangkok as the world's best city. But some analysts warn there are key differences between the flood disaster and Thailand's sporadic political problems, which have revolved around power struggles between supporters of former Prime Minister Thaksin Shinawatra—who was ousted in a 2005 coup, and whose sister now is prime minister—and conservative groups linked to the Thai military.
During last year's Bangkok protests, for example, foreign investors took comfort that their biggest assets—their factories—weren't targeted. Now many of those factories are underwater and could take months to restore, assuming they are restored. On Thursday, Toyota Motor Corp. said it will extend a production halt in Thailand until Nov. 5 and keep cutting output in Japan, North America and other countries due to the continued disruption in parts supply there.
"How are you going to re-interest investors in seven industrial parks to rebuild their facilities in what now is known as a flood plain?" said Chris Catto-Smith, a logistics and supply chain specialist at Freshport Asia, a logistics firm.
"If I was on the board [of some of the affected companies], I wouldn't be rushing to recover a deluged plant and then face a repeat of the inevitable."But now the pain is spreading.Bangkok's ritzy Shangri-La hotel, along the Chao Phraya riverfront, is about 30% full, a spokesman said, compared with its normal occupancy this time of year of 70% to 90%.
Even before Bangkok's Don Muang airport announced its closure, Thailand's Minister of Tourism said the ministry was predicting tourism arrivals could be 500,000 to one million below earlier targets of 19 million tourists for the year.

Bed Supperclub, a Bangkok nightclub well known to tourists, said the number of customers was down 30% the past weekend, though it intends to go ahead with a planned Halloween bash. "I just bought a costume," said Dean Kelly, head of events there. "Flooding or no flooding we are staying on."
Hong Kong, Singapore, the United Arab Emirates and others have warned against nonessential travel to the Thai capital. Aid groups are starting to treat parts of the city and adjoining areas as disaster zones, handing out food survival packs and mosquito nets to prevent dengue fever. For residents, meanwhile, it's getting harder to live normal lives. Although many restaurants are functioning as normal, supplies of rice, noodles and other groceries are running low, with many of the city's main consumer-goods distribution centers wiped out. In some parts of the city, entrepreneurs were seen cruising the streets in pickup trucks with tarpaulin sheets covering up six-packs of half-liter bottles of water, priced at 250 baht to 300 baht per pack, or nearly $10.
Some residents say it is perfectly safe to boil ordinary tap water, at least for the time being. But many shoppers say the days and weeks ahead trouble them, especially if tap water supplies falter. "It's not now I'm worried about—it's later," said Boonchu Kruakhon, 44 years old, who says he has amassed around four gallons at his home.
Executives at CP All PCL, which runs the 7-Eleven chain of convenience stores in Thailand, said they are trying to set up new supply lines after distribution hubs north of Bangkok were swamped by floodwaters. Kriengchai Boonpoapichart, vice president for finance and investor relations, said a combination of soaring demand and flood-swamped suppliers damaged its distribution system. He said the company is now ramping up its regional distribution centers and hiring more trucks to take supplies into the flood-hit areas as well as Bangkok.
Faced with all that, it's hard for some to justify sticking around. Janna Muller, a 29-year-old teacher from Germany working in Bangkok, said she and her friends decided to bail out when it became clear her school would remain closed at least another week.
When they tried to buy tickets, however, they were told all domestic flights were full, except to the normally popular resort of Phuket. She booked a one-way ticket.

Suvarnabhumi airport reaffirms readiness to turn away floods
BANGKOK, 28 October 2011 (NNT)-The Airports of Thailand (AoT) says Suvarnabhumi Airport will not be affected by the northern run off with the 3.5-meter-tall dyke surrounding the airport and the situation being monitored 24 hours.
In his 2nd press conference since the flood situation, Acting AoT President Mr. Somchai Sawasdeepon said Suvarnbhumi Airport has already had an effective flood prevention plan in place and there is no need for public concerns. The water levels around the airport have been constantly monitored and the current height has decreased to 43 centimeters due to the airport’s effective draining system.
The AoT has coordinated with the Department of Highways and the Department of Rural Roads in increasing the height of the 23.5 kilometer earthen dyke surrounding the airport, and increasing the capacity of nearby canals in Lat Krabang district which will be useful in releasing the torrent to the Chao Phraya. The dyke will be constantly watched and will be reinforced to maintain its strength.
With 8 water pumps, the airport is able to drain as much as 1 million cubic meters of water per day. The Department of Royal Irrigation has provided support to the AoT in keeping the 24 hours surveillance on the water level around the airport compound.
The AoT has also been checking the daily weather forecast with the Meteorological Department to make sure the situation is under control. Mr. Somchai is confident that the airport will be safe from flooding. Moreover, no flights have been canceled and that the number of passengers arriving to Suvarnabhumi Airport has remained the same.

BANGKOK, 28 October 2011 (NNT) – The Defence Minister and the Commander-in-Chief of the Royal Thai Army (RTA) went to inspect the flooding situation as well as distributing relief bags to flood victims in Bang Yai and Bang Bua Thong districts.
Defence Minister Gen Yuttasak Sasiprapa, RTA Commander-in-Chief Gen Prayuth Chan-ocha, led a team to inspect the flooding situation and give relief bags to the flood victims in Bang Yai and Bang Bua Thong districts, Nonthaburi province. A section of a dyke along Phra Khanong canal has collapsed, released an enormous amount of water on Bangkok's Sukhumvit soi 48 and soi 50.
Khlong Toey district chief Wiparat Chaiyanukit said on Friday the breach was about 10 metres long.
Mrs Wiparat said about 50 soldiers and workers from the Department of Drainage and Sewerage were piling up sandbags to plug the opening in the dyke.
The dyke should be repaired before high tide this evening, she said.
A bridge on Sukhumvit soi 62 and nearby elevated roads were filled with cars and motorcycles as motorists feared that the rising water would damage their vehicles.
