Difficult with some of these spellings... I checked with the missus and she says that "Buddhamonthon" is what I see on the road signs as: Puttamonthon (sai 4 in this case) or often spelt differently... Makes sense being next to Salaya; with Talingchan and Pinklao increasingly flooding, it doesn't look good at all from the river all the way to Nakhon Pathom; that's a large area, and then it'll come south from there...

Looks like East, West and Central Bangkok will all get wet. :( Certainly on my side of the river it is coming from the outside (Northern; Salaya, etc) and from central (DaoKanong, etc).

I'm South West at Rama 2 which is bone dry, but only a few kms down towards central Bkk and the river DaoKanong has an evacuation order, so I don't think I'll be keeping dry - spent the last 4 hours moving everything up to the second floor, filling water bottles, large bins with 'clean' water, buying whatever food I can that'll keep for weeks.

If anybody in Bangkok hasn't prepared already, then you shouldn't be waiting much longer...

Now what on earth would be the point of singling out the homes of these guys? Is the point to say "they deserve it?" or "their lady friend Yingluck can't even keep them dry?" or "The PT Government has abandoned the red shirts?"

Ya gotta wonder - but I'd bet Matichon is thinking a combination of 2 and 3 - since, to yellow-matichon's way of thinking, Thailand's fuedal society drips with who your connections are and not what you stand for or how smart you are

Now that the central government is in charge, I hope they run the fucking water straight down Sukhumvit sois 31, 39, 49 and 51.

I don't know that science handles things decently or tastefully. I thought the basic idea of science was to handle things truthfully. Niceness and politeness are nice and polite but they come a long second to truth. In science.

I'd like some references to these polite criticisms because I've never seen anything but fawning admiration.

By the way , what is "the Office" which has not been criticized?

"That's science." No. I don't think so. Science is an open and free debate about the facts of the world where all facts and evidence can be tested without regard to authority or position. If you can muster good evidence for your proposition, that's all that matters. Even if you put it in a tasteless manner.

Bangkok Governor Sukhumbhand Paribatra yesterday denied that the Bangkok Metropolitan Administration (BMA) had opened watergates fully to allow flood water to flow through the capital to the sea.

In response to Prime Minister Yingluck Shinawatra's move to use the Disaster Prevention and Mitigation Act 2007 and order for the BMA to open watergates so that flood water can be let through to the sea, Sukhumbhand said the government had not notified the BMA to open watergates 100 per cent but had let the agency exercise its own judgement.

He said the BMA has already fully opened watergates, especially when more than 100mm of rain had fallen.

Sukhumbhand expressed concern about the rising flood level in areas such as Klong Hok Wa in Sai Mai, Klong Maha Sawat in Thon Buri, Phaholyothin Road and some parts of eastern Bangkok.

The governor cancelled an appointment and went straight to Siriraj Hospital when he was told that some leaks were found at the hospital and water had been retained in some spots.

Prime Minister Yingluck Shinawatra yesterday called on Bangkok residents to brace for flooding with the level of flood water ranging from 50cm to over one metre depending on whether areas are low-lying.

Yingluck dismissed Scicence Minister Plodprasop Suraswadee's comment that Bangkok would be fully inundated, saying that would take place only if things got out of control and every embankment was broken. "We cannot stop the flood waters from flowing - it is a great flood - but we are trying to slow the currents down to reduce the extent of the damage."

She said only some areas which were waterways or areas where flood water would be discharged faced higher risks of flooding, such as areas below Chualongkorn watergate, which was heavily loaded with water.

"We have engineers checking the strength of the dam. The dam is still strong, but there is a chance that flood water will overflow the dam. So people living below the dam must be on alert," she said.

Asked what was the chance of thing getting out of control, Yingluck said as long as every party gave full cooperation, the government would have control at one level.

She said the difficulty the government had in trying to solve flood problems was geography. Efforts to drain water out to the sea via east and western Bangkok was an uphill battles, especially the eastern side, because the area was high and more powerful water pumps were needed. The effort to discharge water via western Bangkok was also not effective because the area was also high and the waters remaine at Klong Prem Prachakorn. "If we cannot manage this, the water will overflow and flood Bangkok," she warned.

And draining a huge volume of water, it was normal that some would overflow. "If too much water is being discharged, embankments collpase, the level of flood water will be high. It is best that everyone is prepared - but not to panic and hoard goods."

She apologised to people in heavily flooded areas of the capital for the government's failure to issue a flood warning in time, saying it is hard to predict because many factors were beyond control. "If we issue too early warning, we could cause panic," she said.

More cracks developed yesterday in the temporary floodwalls along Prapa Canal, flooding many Bangkok and Nonthaburi communities along the waterway that feeds raw water to the city's waterworks.

Meanwhile, the Royal Irrigation Department said work on a damaged embankment at the mouth of the canal in Chiang Rak in Pathum Thani had been completed.

Housing estates near the canal, such as Passorn and Chuen Kamol Niwet, were flooded, as water levels were greater than capacity.

Leaks were also spotted from the canal's concrete walls along Pracha Chuen Road, in the area between Dhurakij Pundit University and the Pong Phet intersection.

As the flood water continues to ravage the waterworks canal, affecting Bangkok's Don Muang district, parts of Samsen Road from the Kiak Kai intersection was closed yesterday evening to drain water out.

The Khiew Khai Ka Community near Rajinibon School, one of Bangkok's 27 communities outside the permanent floodwall, was submerged yesterday after a two-metre section of the barrier near the school was breached at around 4.30pm.

Flood water from the Chao Phraya poured into the area, forcing Samsen Rd to be closed.

The authorities also evacuated Khiew Khai Ka community residents to safer places.

Bangkok Governor MR Sukhumbhand Paribatra yesterday inspected the Tha Prachan-Wang Lang area at 4pm after a report the Chao Phraya had suddenly risen to about 2.3-2.4 metres and some flood water had seeped through barriers.

The governor also visited the Siriraj Hospital Pier and found it to be safe. He ordered the height of the pier's floodwall to be increased from the current 2.8 metres to 3 metres. He also urged residents outside the city's permanent floodwall, who have been affected by flooding, to evacuate to temporary shelters that the city had set up in various districts.

Pathum Thani's Thammasat University Rangsit Campus was flooded after the earthen dyke in front of the nearby Asian Institute of Technology (AIT) was breached early yesterday. However, there has been no evacuation of 3,800 flood victims from the university's Gymnasium 1 yet.

AIT was hit by two-metre-deep floods, which also spilled over to the National Science and Technology Development Agency (NSTDA) and caused a 20cm-deep flood at Yungthong and Talad Wicha roads and Thammasat Primary School. Officials used off-road trucks to evacuate residents in the athletics dormitories to safer ground. Some 340 soldiers were repairing the busted floodwalls of AIT and NSTDA and should be able to control the floods, although they would have to be on watch around the clock for any more cracks. GMC trucks and flat-bottomed boats are ready to help with evacuation if necessary.

Prime Minister Yingluck Shinawatra told Bangkok residents yesterday to prepare for imminent flooding as inundation spread to the capital, and warned that it could take up to six weeks for Thailand's catastrophic flood waters to recede.

Speaking during her weekly radio address, the prime minister said: "We have to wait for another four to six weeks for the flooding situation to ease." She explained later to reporters that she was referring to the entire country, and not just Bangkok.

Yingluck warned people in parts of Bangkok to expect floods as water from northern provinces was reaching the capital.

She said Bangkok residents should move their belongings to higher ground or to other safe locations over the weekend.

"During this long weekend, residents should move belongings, cars and other valuable things to places at least one metre high," she said in her weekly address to the nation.

Yingluck Shinawatra called the flooding a "national crisis" and called on citizens to unite and help each other. One third of the country's provinces are at least partly under water.

A high-stakes effort is under way to drain billions of cubic metres of water from upcountry out to the sea through rivers and canals in and around the city. Floods are already waist-high in the northern outskirts of the capital.

"Bangkok must open all floodgates to allow the water through," said Yingluck, who has invoked a disaster law to take full control of the emergency response.

More than 1,000 people have been evacuated from their homes in the northern Bangkok districts of Don Muang and Lak Si, where the water was up to 70 centimetres deep, making roads impassable for small cars.

"It's an extremely serious situation that affects people's lives and property," said Yingluck, whose two-month-old government is racing to avert a humanitarian disaster.

Three months of heavy monsoon rains had killed at least 356 people around the country and damaged the homes and livelihood of 9 million people, mostly in the North and Central provinces, officials said.

About 113,000 people have been forced to seek refuge in shelters, Yingluck said, adding that while the waters were receding in some areas of the country, the floods heading towards the capital were unstoppable.

"There is a huge volume of run-off water from the North and we can't effectively block it but can only slow the flow because our barriers are temporary," she warned.

The centre of Bangkok was still dry yesterday and sunny blue skies belied the sense of nervous dread in the city of 12 million people.

Supermarkets were busy with people stocking up on food and bottled water, while many motorists have moved their cars to the upper levels of multi-storey car parks or left them on bridges and elevated roads.

Tens of thousands of soldiers and police have been mobilised to maintain order, but the military warned people who refuse to leave their inundated homes not to rely on troops to bring them essential items.

Yingluck said the authorities would secure important locations such as the palaces, government buildings, major utilities and key transport routes.

"The government will oversee the distribution of all consumer goods and ensure that they are sufficient and available for everyone. Bangkok residents must be prepared to cope with the situation because there is a lot of water, but don't panic and don't stockpile goods," she said.

The water level at Khlong Prapa, Chaeng Wattana Rd was stable at 1 am. Chaeng Wattana Rd on Bangkok side was still flooded about 30 cm deep.

At 1am, there was no car except pick-up trucks and high rise trucks passing through the flooded section in front of Tesco-Lotus.

The parallel road on Mueang Thong side is still dry but wet on the opposite site. Ealier news on TV reported that MWA would finish the repair of the breached section tomorrow, which would help reduce the water level in Khlong Prapa.

The water current was not strong.

According to a water expert in a TV broadcast, inner Bangkok is unlikely to see high flood as floodwater in the fields has filled up so many wide areas on its path and some of which is being drained off via various canals to the sea.

However, the threat is there in the North and East of Bangkok which is now facing water run-off as well as on Thonburi side when water from the west presently innundating Nonthaburi will arrive in early November.

The threat is also there during the high tide at the end of this month.

This government message of 'Don't Panic' has arrived far too late. People are fed up with the same old pretentious words from an organisation that to be frank could not have made matters much worse if they were trying to.

People are/should be completely ignoring the government and doing what they think is right for themselves.

Apologies. You have expressed it much better than I.

When I said 'thats science' I was meaning that science is about debate, testing, getting things wrong. By placing that remark where I did, it looks like i'm saying the opposite.

By the 'office' I mean the institution of the monarchy.

As far as I know, evaluation and critiquing of the scientific merits or Royal-sponsored projects does take place - and unsuccessful projects are quietly shelved, and sometimes projects which aren't royal sponsored are successful, and then are brought 'into the fold', so to speak

What doesn't happen is a public debate and media yak about it. But that doesn't mean that evaluation doesn't happen.

Same in my area. Many are now complete, paying around three thousand baht for a narrow cinderbrick wall at their shop entances, three bricks high and then coated with cement. They look pretty good actually. Not sure high enough (around .75 of a metre).

If the evaluation is a secretive process which is designed firstly to protect reputations and secondarily to test the evidence, then it isn't science. It's propaganda.
