    Dummy police officers are returning to Bangkok's streets, 10 months after being reassigned to inactive posts.

    The fake law enforcers _ all named Pol Sgt Choey _ have been returned to "active" duty to help the Central Investigation Bureau improve its image.

    New CIB commander Pongpat Chayaphan yesterday surprised his colleagues on his first day in office by vowing to bring back the dummies.

    "I've figured out that Pol Sgt Choey was put away unfairly, even though he had never been caught on any sex scandal video clip or faced a single bribery allegation," joked Pol Maj Gen Pongpat in his inauguration speech.

    "He is requesting to be reinstated in his job as a symbol of crime suppression with the duty of reflecting a good reputation for the organisation."

    The previous incarnations of Pol Sgt Choey were removed from the streets by then Metropolitan Police Bureau chief Santan Chayanon on Dec 16 last year.

    Pol Lt Gen Santan said at the time the dummies served no purpose as they could not possibly fool a driver into not breaking the traffic rules.

    Pol Maj Gen Pongpat sees things differently.

    He said the dummies could show how the public viewed the police.

    If a dummy is defaced with insulting graffiti, the police in that area would know that they have an image problem and should do something to improve things, he said.

    Ten Pol Sgt Choey models were put on display at the new CIB chief's inauguration ceremony at a convention centre in Muang Thong Thani yesterday.

    Pol Maj Gen Pongpat urged the officers under his command to improve their work and be more creative.

    "It's time for the police to rethink the way they work," he said.

    "Plain and simple, don't do what has been done before and damage the organisation's image."

    Pol Maj Gen Pongpat said CIB officers would be encouraged to propose ways to improve their efficiency and would be rewarded based on their performance.

    Theres a police dummy in some one horse town just south of Nang Rong in Buriram province, on an intersection.

    You'd think I would know it by now- it's been there years- but must admit every time I see it my heart skips a half beat, and I slow down.

    Poll: People not happy with police work
    3/10/2010

    A latest survey revealed that most respondents are not satisfied with the police performance.

    The study conducted by Abac Poll involved 1,174 household respondents from 17 provinces across the country and 567 police respondents.

    66.9 per cent of the household respondents believed the police were not concerned for the people and their work for communities were inadequate.

    54 per cent believed the government did not provide proper welfare for the police.

    However, 76.5 per cent of the police respondents said the public had too much expectation on their competency.

    Other police respondents said the people's views on the police were overly negative.

    72.2 per cent said they were confident in the new national police chief, Pol Gen Wichean Potephosree.

    About 500 dummy security cameras were set up throughout the capital in April 2009 by Bangkok authorities because a lack of funds at the time ruled out installing real ones, Deputy Bangkok Governor Thirachon Manomaipibul admitted on Tuesday.

    Mr Thirachon acknowledged the deception after people posted online photographs of fake closed-circuit television (CCTV) cameras they had detected in many areas of Bangkok and demanded an explanation from the Bangkok Metropolitan Administration.

    The project started when Democrat Party member Apirak Kosayodhin was the governor of Bangkok and the Traffic and Transportation Department wanted to use security cameras to monitor political protests two years ago, he said.

    However, the BMA at the time did not have enough money to implement the project so it instead put up dummy security cameras to deter people from committing crimes.

    When Democrat Party member Sukhumbhand Paribatra became the governor, a project to install 20,000 security cameras across Bangkok was proposed in line with the previous government's Pracha Wiwat populist policy, he said.

    "Many public relations activities were carried out to promote the 20,000 CCTV cameras project but officials put up the signs next to the dummy cameras that were set up earlier, causing a misunderstanding among the people," the deputy governor said.

    Mr Thirachon said he had instructed the Traffic and Transportation Department to quickly address the problem and clarify the issue to the public.

    Traffic and Transportation Department director-general Suthon Anakul said about 500 dummy security cameras were set up near hospitals, schools and areas where political rallies were usually held.

    He said many dummy cameras can be found on Ratchadamnoen road along with real CCTV cameras.

    "I'm sorry for the people who asked police for footage and images from security cameras for evidence against suspects but the BMA told them that the cameras were broken when the in fact they were dummy cameras.

    "We'll replace the dummy cameras with actual CCTV cameras as soon as possible," Mr Suthon said.

    He said 10,000 CCTV cameras under the Pracha Wiwat scheme were operational and 20,000 more cameras will be installed in the capital within next year.

    I know for a fact they use dummy policemen here as well, one of them rode past me on his motorbike earlier today.

    Fake City Cameras Prompt Review of City Management

    UPDATE : 21 September 2011

    After reports of the installment of fake closed-circuit cameras in Bangkok, the Pheu Thai Party has established a board to verify the management of the Bangkok Metropolitan Administration.

    Pheu Thai Party's Deputy Spokesperson Jirayu Huangsap said the Pheu Thai Party has set up a board to scrutinize the management of the Bangkok Metropolitan Administration or BMA of both the current administration led by Governor M.R. Sukumpan Boripat and the administration led by former Governor Apirak Kosayodhin.


    The committee was formed after rumors of corruption have spread across the country when a popular blog pointed out to the public that some of the city's cameras are fake.

    Governor M.R. Sukumpan has come out to clarify, saying the fake cameras were installed by the previous administration after facing budget shortfalls as a temporary means of discouraging crimes.

    The BMA has reassured the public that it will eventually finish installing 20,000 cameras as it had campaigned across the city.

    Meanwhile, the Pheu Thai Party will also probe the contracted company to verify whether the fake cameras were truly installed during the management of former Bangkok Governor Apirak Kosayodhin.

    Other issues, including the procurement of 4,000 new buses and firetrucks, will also be examined.

    Yellow shirt co-leader Praphan Khoonmee has accused the Pheu Thai Party of having a political agenda behind its move to investigate alleged irregularities in City Hall’s purchase of security cameras back in 2007.

    Mr Praphan, a former MP, said on Wednesday the core government party was using the issue to garner votes for its candidate in next year's Bangkok gubernatorial elections because the government has no power to remove the Bangkok governor, a member of the opposition Democrat Party.

    Bangkok Governor Sukhumbhand Paribatra and his predecessor Apirak Kosayodhin, both Democrats, have been dragged into a controversy over the procurement of surveillance cameras.

    Mr Apirak admitted on Tuesday his administration had installed about 500 mock-up cameras in some areas of Bangkok in 2007, in addition to real cameras, and said it because of a lack of budget funding.

    The cameras were part of added security measures ordered by the Surayud Chulanont government in the wake of the multiple bomb explosions in the capital during the 2007 New year celebrations, he said.

    Pheu Thai deputy spokesman Jirayu Huangsap said on Tuesday his party will set up a team to investigate whether there was any corruption in City Hall’s purchase of the security cameras.
