    Raid on my house is result of internal conflicts : Deputy national police chief

    Deputy national police chief Pol Gen Surachate Hakparn believes that the raid on his house this morning (Monday) was motivated by conflicts inside the Royal Thai Police.


    He claimed that the warrant used to search his house was not legitimate. Surachate, who is a strong contender for the top police post, said he has already assigned his legal team to look into the legitimacy of the search warrant.


    “I believe that those who applied to the court for the warrant deceived the court,” Surachate said. The search warrant police used to raid his house mentioned only the number of the house, not the name of the owner.


    This means that, when police applied for the warrant, it did not identify him as the owner of the house. “It is widely known that the house is mine and that I usually stay there. So, that’s why I say the court was deceived,” he said.


    Police who raided my house claimed that they did not know that he was the owner of the house, Surachate said, but the raid was led by the cybercrime police chief.


    The search found nothing illegal, so he said he will assign his legal team to take action against police.He claimed that the raid was the result internal conflicts in the police force, as he has been responsible for many big cases that could affect many groups of people.


    Commenting on police facing arrest warrants for allegedly being involved in online gambling, Surachate admitted that they are his subordinates. “If they are really involved in online gambling, they have to confess and be punished, as everybody is subject to the same laws,” Surachate said.

    No Evidence Found on any Online Gambling Ring Connections to Thai Deputy National Police Chief

    On September 25th, 2023, Pol. Lt. Gen. Voravat Watnakhonbancha, Commissioner of the Cyber Crime Investigation Bureau (CCIB), made a revelation following the search of the residence of Deputy National Police Chief Pol. Gen. Surachate Hakparn.


    This operation was part of a major crackdown associated with an alleged online gambling ring, and the Police Cyber Taskforce (PCT) deployed a support squad for a nationwide operation targeting the alleged online gambling website.
    Pol. Lt. Gen Voravat explained that the purpose of the search was to locate and apprehend individuals wanted under arrest warrants believed to be residing in the area, and to collect potential evidence related to alleged online gambling activities. The presence of high-ranking officers during the operation was in response to orders from the Deputy Commissioner General. However, specific details of the case remain unclear, according to Pol. Lt. Gen. Voravat.

    The search yielded no evidence implicating Pol. Gen. Surachate, sometimes called “Big Joke,” as an affectionate nickname, in any illegal activities.

    In a subsequent report, the search led to the issuance of arrest warrants for eight police officers, some of whom have already been apprehended. All eight officers served under the command of Pol. Gen. Surachate. The list of these officers includes Pol. Lt. Col. Namkiat Theerarojnop, Pol. Lt. Gen. Khamarin Phisamai, Pol. Lt. Gen. Phakphum Phisamai, Pol. Lt. Col. Krit Pariyaket, Pol. Lt. Col. Aris Khunpraserttanarat, Pol. Lt. Col. Chanat Owamatorn, Pol. Lt. Col. Nattawut Hwadwaeo, and Pol. Lt. Col. Apisit Khonyang.

    Meanwhile, Pol. Gen. Surachate stated at a late afternoon press conference that the allegations were without merit and he would be pressing charges against those responsible for doing so, claiming the actions were done only to attempt to damage his reputation. He did not reveal who was responsible for ordering the raids, although did note that only his address was listed in court documentation and that his name or any arrest warrant had never come up. He also stated that the raiding officers had no idea it was his residence and were shocked to find him there.


    Pol. General Surachate is consistently involved in investigating high level corruption and police misbehavior cases, such as the recent major Kamnan Nok case, and has developed an extremely high profile as a result…but also likely enemies.

    PM to Form Special Committee to Probe Recent Police Raids

    An update on the police raids that have captivated national attention: Prime Minister Srettha Thavisin announced today that an external committee will be set up to examine the recent searches carried out on the residence of Police General Surachate Hakparn, widely known as "Big Joke," the Deputy Commissioner General of the Royal Thai Police.


    The Prime Minister stressed that impartiality will be maintained as this is a significant issue affecting multiple sectors.


    In response to media inquiries, the Prime Minister confirmed that he has received an official report from the current National Police Chief, Police General Damrongsak Kittiprapas, and that investigations are ongoing. When asked if these events could influence the appointment of the new National Police Chief scheduled for September 27, he answered, "Not sure," noting that all factors will be reviewed.


    The eight police officers involved in the searches may be temporarily relieved from duties, pending further direction from the Prime Minister and the outcomes of ongoing investigations. The raids originated from the actions of the Police Cyber Taskforce (PCT) two months ago, which led to court-approved arrest warrants for 23 individuals, including eight police officers and 15 civilians.


    Lastly, it was clarified that the raids are not directly linked to the selection of the new National Police Chief set for tomorrow, September 27. Fair treatment will be given to all parties involved, irrespective of their association with Police General Surachate Hakparn.

    Deputy Police Chief seeks justice in his house’s search

    Deputy national police chief Pol Gen Surachate “Big Joke” Hakparn has sought justice from the court in the case involving the search warrant issued for his residence on Soi Vipavadi 60 yesterday, raising questions about whether the court’s authority has been violated.


    Pol Gen Surachate went to the Ratchada Criminal Court to seek justice and request an investigation into whether there has been a breach of the court’s authority or any information was concealed from the court when the police sought the search warrant.


    Yesterday, a team of officials requested a search warrant and entered his residence on Soi Vipavadi 60 to apprehend individuals wanted in connection with online gambling offenses.


    In the search warrant request, the term “Mr.” was used without specifying that these individuals were law enforcement officers, and it did not specify that it was the residence of the deputy national police chief.

    Typically, during the process of requesting a search or arrest warrant, if it involves law enforcement officers, the court will initially issue a summons because they hold positions and have primary addresses. Failing to do so is considered a suspicious act.




    “Big Joke” has confirmed that he is not involved and is not concerned because there is no financial connection to him. He did not know why his subordinates had a financial trail being associated with “Minnie,” the online gambling website owner. After they are released on bail, he will ask them for more information.

    Deputy Police Chief’s close aides allegedly involving in online gambling activities

    Eight close aides of the deputy national police chief are allegedly involved in online gambling, said Pol Lt Gen Triarong Piewphan, head of the Police Cyber Taskforce (PCT).


    The police on Monday morning conducted search operations at 30 locations in six provinces to crack down on 12 illegal online gambling websites. Among those locations was a house of Pol Gen Surachate Hakparn, the deputy national police chief in Bangkok.


    Pol Lt Gen Triarong said the arrests of three suspects in late July led to issuing arrest warrants for more 23 suspects, including eight police officers who allegedly run online gambling websites or benefit from the illegal operations of online gambling networks. He confirmed high ranking police officers ranging from Police Major General to Police Colonel, were involved in wrongdoing.


    The police conducted the search at a house in Bangkok’s Soi Vapavadi 60 this morning without knowing that the high ranking police officer (deputy national police chief) was there as the registered owner of the house is someone else, a civilian, Pol Lt Gen Trirong said.


    Currently, 15 individuals have been arrested, including at least one police officer. After the search, he said there is currently no evidence to suggest a link to the deputy national police chief. However, there is evidence that suggest a connection between the house and the alleged illegal activities, he added.

    Thai Top Cop Demands Justice from Court Over House Search Warrants

    Deputy National Police Chief Pol Gen Surachate “Big Joke” Hakparn lodged a complaint with the Criminal Court on Tuesday, September 26th, seeking justice regarding the police search of his residences.




    Pol General Surachate told Thai media that the search warrant of his residences in Bangkok were improper because it concealed the fact from the court that he occupied the five houses. He also complained over the allegedly over-the-top use of a commando unit with night vision goggles during daytime and high-powered rifles during the search operation, saying it tarnished his reputation.

    Cyber crime police raided houses of Pol Gen Surachate, the deputy national police chief, on Monday, September 25th, after a search warrant was issued stating that some of the occupants were allegedly involved in online gambling operations.

    The occupants were Pol Gen Surachate’s subordinates, eight of whom were arrested and subsequently released on bail with a surety of 100,000 baht each. They and Pol Gen Surachate have denied all allegations so far, with the latter saying the the accusation was an attempt to discredit him because he solved many major cases that involved influential figures.


    “If the court had known that they are my houses it would have acted fairly, because I do not face prosecution,” Pol Gen Surachate told reporters at the court.


    He also raised suspicion that if the court had known that the arrest warrants targeted police officers, it would have issued summonses instead of arrest warrants. This is because police officers are government officials whose whereabouts are clear, and they would not typically try to escape, he said.


    Pol Gen Surachate revealed that the houses that were searched were not even owned by him but his father and his close relative who is a businessman in Udon Thani province.

    He reiterated his innocence by stating that he was not involved in any gambling operations. He pointed out that even though his subordinates had connections with such operations, it was their personal matter and had nothing to do with him.


    As for a video of him singing with “Minnie,” the alleged owner of a major gambling website, which is circulating on the internet, Pol Gen Surachate said he did not know the woman. He explained that she had been invited to a party for his subordinates by them last year, and she approached him just for a song.


    Prime Minister Srettha Thavisin recently ordered to set up a fact-finding committee to investigate the case.


    Meanwhile, the meeting to appoint Thailand’s new national police chief has been deferred today, September 27th. Pol Gen Roy Ingkhapairoj is appointed as an acting chief possibly until the investigation into the gambling operations is complete.

    Pol Gen Surachate is among the four candidates for the role, although he denied it.

    If he speaks out, deputy police chief Surachate Hakparn has warned, the entire Police Department would crumble. He possibly couldn’t be any more wrong.


    The whole police force crumbled the minute he uttered that sentence. It doesn’t matter if he is being politically persecuted, or if he does know something, of if he was just making an empty threat. What he said bodes ill for himself, and for the Police Department.


    It’s a bullet that destroys his own dignity even if what he said was true. This was a man once tipped to become the head of the Thai police someday, so what does his warning say in the grand scheme of things? That he was keeping some dark secrets about the organization that is supposed to protect public interests and defend the innocent people who can’t defend themselves?


    That he knows the secrets is one of two possibilities. The other possibility is that he was only bluffing because he did not know that much. Either way, however, what has been left of public trust in the Thai police is getting blown away. If he was telling the truth, the Police Department is rotten to its core, a situation that will likely continue if he becomes the next chief of police and therefore chooses to stay silent. If he was lying, how come a liar managed to go so far in the police hierarchy and how many top cops at present and in the future are like him?


    The police reputation is falling through a bottomless abyss. Ironically, it was Surachate who was the first to virtually admit that if the Kamnan Nok saga was going to cause widespread damage, then so be it. When he was being the front man handling the Nakhon Pathom affair, it did help paint him as among the “good ones.”


    Then his home was raided as part of what looked like a climaxing investigation into online gambling racketeering. The rest is history. The travesty of the Kamnan Nok episode was followed by the disgrace befalling the man who led the initial probe into the shocking dinner party, and then Surachate’s own, inexplicable claim that he knew a lot but chose not to speak out.


    So, Surachate has turned from a potential hero into a potential villain in the online gambling investigation and an undeniable bad guy in the world of Thai police secrecy. His threat to avenge what he described as attempts to taint his reputation is killing many birds with one stone. Only that one of the birds is his own integrity as a protector of truth and justice.


    In other words, anything except Surachate’s decision not to publicise secrets that would make “the whole department dies” is defensible. Even Kamnan Nok


    is entitled to legal defense. Surachate’s accusers, meanwhile, can have the benefit of the doubt, at least for now. Surachate himself can fight the online gambling suspicion. The ethical, moral and legal messes seen in his “I know everything” claim, however, are impossible to cleanse.


    It’s not just the police, though. We are only seeing a big example of how powers can corrupt. In every corridor of power, people only start washing dirty laundry in public when friendship, or partnership, or comradeship, or chain of command, breaks apart, or when vested interest, shady or else, is in serious danger. Secrets are exposed not primarily by whistleblowers, but friends who turn foes.


    As for the Thai public, is it good that top cops are exposing one another for fun? A lot may say it’s better than nothing, so the phenomenon can be painful and welcome at the same time. The catch is that there’s no exposure that cannot be fixed, especially when those at war are at peace again. In case exposure is needed to be fought off, often-used key words like“traitors”or “resentful with an agenda”can come in handy.


    It’s hard to see positives in the whole saga, not when we know full well that there are layers of secrets and, shocking as it seems, the on-going police civil war may just only scratch the surface.


    Secrets like ones Surachate is talking about come and go. Even if we are witnessing exposure of the ultimate secrets, they will always be replaced by new ones and people willing to keep them are never in short supply.
