    Ex-national parks chief Rutchada ‘temporarily’ dismissed from government service

    Embattled former national park chief Rutchada Suriyakul Na Ayutya was “temporarily dismissed” from government service today (Friday), with immediate effect, after initial findings show there are grounds to support bribe-taking allegations against him.


    Natural Resources and Environment Permanent Secretary Jatuporn Buruspat, who signed the dismissal order, said that the action is intended to ease pressure on and damage to the image of officials at the Department of National Parks, Wildlife and Plant Conservation and to ensure transparency.


    Thalerngsak Petchsuwan, deputy permanent secretary of the Ministry of Natural Resources and Environment, in his capacity as head of the disciplinary committee, said today that the panel had questioned about 50 people and most of them have given testimonies pointing in the same direction, namely that bribes have been paid to Rutchada, with a handful of them insisting that they paid money to Rutchada in return for images of King Chulalongkorn.


    He also said that the panel will also prepare charges to be filed against the former national park chief, complete with supporting evidence.


    After that, the panel will invite Rutchada to acknowledge the charges against him and to prepare his rebuttals within a week, said Thalerngsak.


    The findings, so far, have not implicated anyone apart from Rutchada, according to an informed source.


    Jatuporn said that the legal affairs section of the ministry believes that allowing Rutchada to stay on in the ministry may cause more damage and recommended that he should be removed from service.


    In order to cover all the charges and all aspects related to the alleged bribery, he said that investigation would take time and might not be concluded quickly as earlier speculated.


    Rutchada was arrested at his office at the department on December 27th by police from the Counter Corruption Division and officials from the National Anti-Corruption Commission. Five million baht in cash was found in his office.

    Former national park chief sues seven officials involved in his arrest

    A lawsuit has been filed against seven officials with the Criminal Court for Corruption and Misconduct Cases by former director-general of the Department of National Parks, Wildlife and Plant Conservation Rutchada Suriyakul Na Ayutya.


    Named in the lawsuit, filed on February 1st, are Pol Maj-Gen Jaroonkiat Pankaew, commander of the Counter Corruption Division, and Chaiwat Limlikhitaksorn, director of Protected Areas Regional Office 9 based in Ubon Ratchathani province and five other officials.


    They are accused by Rutchada of malfeasance in office, depriving him of freedom, presenting false evidence against him, intrusion into his office and criminal association.


    In the lawsuit, Rutchada claimed that the seven men hatched a plot to lure him into taking bribes from his subordinates and recorded the event on video, which was distributed to the media in a way which damaged his reputation.

    Charges dismissed against 7 officials filed by former national park chief over raid on his office

    The Criminal Court for Corruption and Misconduct Cases dismissed the charges today (Tuesday) filed by former director-general of the National Parks, Wildlife and Plant Conservation Department Rutchada Suriyakul na Ayutya against seven officials who raided his office, because he was allegedly demanding bribes from his subordinates.


    Rutchada accused the seven officials, including Chaiwat Limlikhitaksorn, director of Protected Areas Region Office 9 and commander of the Counter Corruption Division police of malfeasance in office, depriving him of his freedom, presenting false evidence against him, intrusion into his office and criminal association.


    He claimed that the officials hatched a plot to lure him into taking bribes from his subordinates and recorded the event on video, which was distributed to the media in a way which damaged his reputation.


    The court ruled that the seven officials merely performed their duty lawfully when they raided his office on December 27th. About five million baht in cash was found in his office by the police.


    Rutchada’s lawyer told the media that he would study the court’s verdict before deciding whether to appeal within 30 days.


    After his arrest, Rutchada was temporarily relieved of his duty as the department’s chief pending the trial.
