Heavy penalties for those who shoot guns into the air on Loy Krathong

Loy Krathong revellers are warned not to fire guns into the air, otherwise they could face heavy penalties, ranging from five years in prison and/or a fine of up to 10,000 baht on conviction. The penalties increase to 10 years in prison and a 200,000 baht fine if a falling bullet causes death, said spokesman of the Royal Thai Police, Pol Maj-Gen Archayon Kraithong.

He also said that, if a falling bullet causes serious injury, the penalties will be three years in prison and/or a fine of 60,000 baht on conviction.

Police across the country have been instructed to enforce the law strictly on the illegal carrying of firearms in public and on the discharging of firearms on Loy Krathong.

Police have also banned the use of firecrackers, fireworks and sky lanterns during the Loy Krathong festival for public safety.

Meanwhile, Dr. Tares Krassanairawiwong, director-general of the Disease Control Department, said today that an average of 12 people drown each year on Loy Krathong day and double that the following day, adding that the drownings mostly involve unattended children, drunk people and those who collect coins placed in krathong.

He advised Loy Krathong revellers not to get drunk or to jump into a river or a pond to collect coins, as they may drown, because the water is usually cold during at this time of year.

He also advised parents not to leave their small children unattended when they are around waterways. Tour boat operators must prepare enough life vests for their passengers on boat trips during the festival, he added.

Those caught playing with fireworks, fire crackers or sky lanterns may face 3 years in prison and/or a fine of 60,000 baht if convicted, said Dr. Tares.

I must say that in all my time here, in a variety of provinces and many sites within Bangkok, I have never witnessed any signs of gunplay arising out of a participation in the Loy Krathong festival.

Sure the skies fill with burning lanterns to descend wherever or to float across runways at international airports, but ordnance fired en plein air? Nope, not at all.

The authorities sound like they want to take away all the fun..

I once read the second leading cause of death in the Middle East is gunfire into the air by celebrating arabs after doing something not especially nice.

If you've got a gun and you're an idiot, then I doubt you need inspiration from the US on what to do next.

Was there not a case in Bangkok, years back when the authorities were firing into the air? As I recall a bullet came down through the crash helmet of an innocent motorcyclist. Or was that just an Internet myth?

A bit of a myth I am afraid, Though some deaths have occurred and are certainly one too many, but certainly not the second cause of death.
But let's not disregard the destruction of property also ( Brocken windshields etc)
A bullet fired straight up, upon return will reach terminal velocity do to air resistance and return at about 10% of it's muzzle velocity, enough to brake skin and if hit at the particular area even cause death, but for the most part will not kill
Of course it also depends on the weight and shape of the projectile. But I am sure the above is true for most average caliber bullets.
The problem is when in the excitement of the moment a gun is fired at an angle .Depending on the angle the bullet might maintain more of its muzzle velocity. Also a bullet fired at an angle might retain it's spin and will not tumble also reducing the air resistance and reach a higher terminal velocity.
Did I remember my physics correctly? What did I get wrong?
