A standard-sized football stadium in Pattaya was left unfinished for 14 years.


TPN reporters went to check on a colossal football stadium located on Soi Chaiyapruek 2 in Huai Yai subdistrict of Banglamung after receiving complaints from residents about its dilapidated condition despite the fact that the project was allegedly still in progress.

The stadium first begun construction around 2008 and remained unfinished until today (September 6th, 2022), local residents told TPN. Nobody sighted workers coming to resume the project for a long time, and the area was littered with construction tools.

Wires and piles of paving blocks and rusted steel bars were left on a footpath and blocked people who came to the park to exercise. This raised questions from taxpayers about the project’s exact completion date, which has repeatedly been put off since 2012 due to several reasons such as geographical problems or lack of workers during COVID-19.

Under the budget of 775 million baht, the massive stadium could fit over 20,000 people. It was built with the goal of hosting the scheduled Asian Games in 2023 and the 5th Youth Olympic Games in 2026 and was named the “Chaiyaphruek” stadium. However, local residents did not believe that the projects would be done in time as there was no one at work right now.


In March of 2021 the project was reportedly 60 percent complete according to then Pattaya Mayor Sonthaya Khunplume, but a few weeks later major Covid-19 restrictions shut nearly all businesses and construction work for almost eight months.

And the budget was no doubt 100% "spent". A fag packet calculation tells me in the region of Bt300m should be accounted for.

It is now 5 years since discussions were held and approval, by 2 mayors, was confirmed but nothing has happened.

Just recently my wife cornered the present mayor on a local radio program and once again confirmation of commencement of work was assured.

I suspect, and because this approval was publicly announced, things may now happen but I am not holding my breath.

336 million baht to complete unfinished football stadium project approved by Pattaya city council

The Pattaya city council has approved 336 million baht to further the unfinished football stadium project after facing multiple complaints from local residents and the press.


A city council meeting was held yesterday, September 12th, at the Pattaya City Hall to consider a proposal to spend more money on the “Chaiyaphruek” football stadium project that has been sitting mostly idle for 14 years in order to finally get over with the project.

According to Pattaya Deputy Mayor Manoch Nongyai, the project was in its third phase when the contractor ditched the job and thereby caused the contract to be canceled on July 2nd, 2021. The stadium was brought to light again a week ago on Thai and English social media, prompting doubts and frustrations among taxpayers who demanded the officials to take responsibility.


To further the project, the deputy mayor proposed to draw a budget worth 336.7 million baht from the 2022-2023 budget, which was reportedly approved by the council. The deputy said, “The budget will effectively help finish the construction for the utmost benefit of the citizens.”

Additionally, Pattaya residents want to see the authorities put more effort into expediting the incomplete roadworks across the city instead of holding events every weekend.


Some other incomplete projects include the Kraben building, the Koh Larn Windmill project, parking spaces in South Pattaya, the Dancing Fountain, the public toilets at the Bali Hai pier, etc.


The notorious Bali Hai Waterfront condo also continues to be an eyesore to the city but as it was a private project and is tied up in what some sources say is over a hundred various lawsuits the status of the derelict condo is a more complicated matter.

But I wonder how much of that will disappear like socks in a washing machine.

That they have authorised such expenditure on a footling white chang of a project while permitting the dreadful management of current roadworks within the city is just more evidence of just how dysfunctional and unaccountable this wretched society truly is.
