Nope. Thailand has no power to ask another country to revoke any passport. They just don't have to offer him any privileges. Usually diplomats travel on normal passports when they are not issued a diplomatic passport for a specific purpose.
This is more correct. Sri Lanka could have asked Thailand to confiscate the passport if it was inappropriately obtained. The ex-Pres would have then had to apply for an emergency passport from the SL consular section of the embassy.
