    Thailand's narcotics board on Tuesday said it would remove cannabis from its drugs list, paving the way for households to grow the plant.

    Thailand became the first Southeast Asian country to legalize marijuana in 2018 for medical use and research.


    Under the new rule, people can grow cannabis plants at home after notifying their local government, but the cannabis cannot be used for commercial purposes without further licenses, Health Minister Anutin Charnvirakul told reporters.








    The rule must be published in the official Royal Gazette and 120 days must pass before home cannabis plants will become legal.


    Meanwhile, the health ministry will this week present to parliament a separate draft bill which provides details on the legal use of cannabis, including its production and commercial use, including guidelines on recreational use.


    Homegrown cannabis should be used for medical purposes like traditional medicine, food and drug regulator chief, Paisal Dankhum has said previously and that there would be random inspections.


    The draft bill punishes growth of cannabis without notifying the government with a fine of up to 20,000 baht ($605.33) and prescribes a fine of up to 300,000 baht or three years in jail, or both, for selling it without a license.




    The move is the latest step in Thailand's plan to promote cannabis as a cash crop. About a third of its labor force works in agriculture, according to the World Bank.


    Thai drinks and cosmetics companies last year rushed to launch products with hemp and CBD, a compound that does not give users a high, after their use was approved for consumer goods.

    Personally, I think Thailand is heading in the right direction with this. Decriminalization is the first step towards legalization and if they do follow it through it will probably increase the tourism sector tenfold.

    Maybe one day it will be removed from workplace drug screening so everyone can have a go.

    But the THC content has to be below 0.2%. This is not enough to get an ant stoned. But perhaps they dont have a clue. Nah no perhaps none of those old dinosaurs have a clue.

    Personally I don't smoke, I did on occasion in my youth , but when i tried it a few years ago while some friends were smoking I did not like the experience at all. But there are those who do enjoy it and there does not seem to be any real harm to society, at least no more than other permissible vices, and it's criminalization has had some negative affects while doing little in reducing it's use.
    So IMO it's legalization is a no brainer. and it might help revive tourism.
    The sooner you fall behind, the more time you have to catch up.

    (BANGKOK) — Thailand on Tuesday became the first country in Asia to approve the de facto decriminalization of marijuana, though authorities have left a grey area around its recreational use.
    Health Minister Anutin Charnvirakul announced that the Narcotics Control Board had approved the dropping cannabis from the ministry’s list of controlled drugs.
    The delisting by the ministry’s Food and Drug Administration will now need to be formally signed by the health minister and enters into effect 120 days after its publication in the government gazette. It follows the removal of cannabis — a plant species to which both marijuana and hemp belong — last month from the list of illegal drugs under Thailand’s Narcotics Law.
    Police and lawyers contacted by The Associated Press said it was unclear if possession of marijuana would no longer be an offense subject to arrest. A tangle of related laws means that production and possession of marijuana remains regulated for the time being, leaving the legal status of recreational marijuana use in a grey area.

    Thailand in 2020 became the first Asian nation to decriminalize the production and use of marijuana for medicinal purposes.
    Under changes made in 2020, most parts of the cannabis plant were dropped from the “Category 5” list of controlled drugs, but seeds and buds, which are associated with recreational use, were retained. The proposal now being implemented by the FDA removes all parts of the plant from the list.
    Health Minister Anutin has been the driving force behind decriminalizing marijuana. He is the leader of the Bhumjai Thai Party, a major partner in the country’s coalition government, and campaigned in the 2019 general election for legalization of marijuana production to aid farmers. The latest measure is also seen as helping to promote cannabis products as a major industry in Thailand.
    Anutin said last week that the FDA’s delisting “responds to the government’s urgent policy in developing marijuana and hemp for medical and health care benefits, developing technology and creating income for the public.”
    His party announced that on Wednesday it will propose in Parliament a draft Cannabis Act to clarify the legal status of marijuana

    Individuals who are planning to privately grow cannabis after the Office of the Narcotics Control Board (ONCB) endorsed changes to the rule governing the use and cultivation of marijuana have been told to wait for the time being, as the new regulation still has some way to go before it comes into effect.

    Deputy Prime Minister Wissanu Krea-ngam, the government's expert on legal matters, said the changes concern the use of certain cannabis products, not all, and have yet to be passed into law.

    The changes come into force 120 days after they are announced in the Royal Gazette, he said, adding in that time, more regulations will be drawn up to define what constitutes the legal use of cannabis.

    The ONCB -- which on Tuesday endorsed the Ministry of Public Health's proposal that effectively begins the process to legally recognise the use of cannabis and hemp in Thailand -- will now forward the proposal to Public Health Minister Anutin Charnvirakul, who will in turn endorse it before it is published in the Royal Gazette.

    At the same time, the Bhumjaithai Party, which is led by Mr Anutin, is pushing a bill regulating the use of cannabis and hemp outside of research and medicinal purposes for further deliberation in parliament.

    Mr Wissanu said on Wednesday anyone caught growing cannabis on their property before the changes come into effect will still be prosecuted.

    "Just hold your horses for the time being," he said, adding the warning extends to recreational smoking.

    "Until the law is cleared, caution should be exercised," he said. "It isn't something that can be done freely."

    Mr Wissanu said he believed the bill regulating the use of cannabis outside the research and medical field will be passed by parliament within 120 days.

    This bill, he said, would help allay concerns that the government's decision to ease restrictions surrounding cannabis use will put Thailand in breach of three international anti-narcotics conventions, of which Thailand is a signatory.

    "The bill will show the country remains vigilant and committed to keeping the use of cannabis in check," he said.

    The conventions, the oldest of which dates back to 1961, stipulate legal enforcement against narcotic substances in member countries. They bar any use of cannabis unless it is for medical and scientific purposes.

    He said regulating the use of cannabis even for such reasons will prove difficult.

    Authorities lack the ability to check quickly if the THC levels in a product are within permitted levels, which could lead to wrongful arrests, he said.

    Just imagine if all the retarded Chicken Heads who get fookin pissed up and drive at light speed got on the Wacky instead and slowed da fook down a tad. ?

    A life saver for sure and the only danger presented will be to themselves when they fookin OD on their Sumtam.
