    Probe after drug suspect dies in cop extortion bid

    BANGKOK: Royal Thai Police are probing a report which claimed a senior police officer in Nakhon Sawan accidentally killed a drug suspect in a botched attempt to extort him out of B2 million.

    An investigation was launched after the claim was made public by celebrity lawyer Decha Kittiwittayanan on Facebook.


    According to Mr Decha’s post, the case began with the arrest of a man and woman over drug offences by a team from the provincial police.


    The officers, he said, pressed the pair into agreeing to pay B1mn to be released.


    However, a senior officer, a police colonel, demanded the pair double the amount.


    As they negotiated the amount, the officer put a plastic bag over the man’s head to intimidate him, but he suffocated and died instead, the post said.


    Before sending his body to the hospital, the senior officer instructed his subordinates to ensure the man’s cause of death was listed as a drug overdose.


    He then released the woman from police custody, in exchange for keeping her mouth shut.


    A subordinate who witnessed the entire thing decided to lodge a complaint, Mr Decha said.


    In response to the complaint, police inspector-general Visanu Prasattongosoth yesterday (Aug 22) said national police chief Suwat Jangyodsuk has ordered the investigation be sped up as it has dented the police’s credibility.

    Pol Gen Visanu said inspector Pol Lt Gen Chettha Komolwanna has been asked to oversee the investigation.


    Provincial Police Region (PPR) 6 chief, Pol Lt Gen Apichart Sirisit, has also instructed the Muang Nakhon Sawan police superintendent to assist the investigation, he said.


    Pol Gen Visanu added the Nakhon Sawan Police chief was also instructed to join.


    If the allegation is confirmed, criminal charges will follow, he added.

    Pol Col Thitisan, alias Jo Ferrari, was a student at the Royal Police Cadet Academy (class 57).
    His alias came from the fact that he owned many sports cars, including a Lamborghini limited-edition Aventador LP 720-4 50 Anniversary special. He was reportedly the first Thai to own this car.

    These video clips should be shown to every Western tourist who is thinking of holidaying in Thailand, to illustrate what certain elements of Thai society are capable of.

    Wouldn't it be ironic if he offered several million baht to get himself off the murder charge and the senior officer in the investigation produced a plastic bag....

    no he hasnt, he has scarpered.

    .... and like every other influential and protected army, politician, policeman, hi-so rich kid etc. in thailand the chances of him being found and ever facing justice are negligible.

    The cops turned up at his house and seem surprised he isn't there. The dudes got like 30 supercars so he's probably got a couple of places to kip he hasn't declared

    Torture and murder can indeed be qualified as an "offense", or a "misconduct" or even a "mistake"...others would use strong words such as "crime".

    Quite common to have drug suspects being fleeced before being released or processed...happened to someone I knew, in a Norther touristy city, got nicked for a fair amount of hard drugs, spent weeks in unofficial custody at the station, they got all of his vehicles and his house in exchange for his freedom...they processed him once they sucked up all his assets.

    A cop owning supercars ...not suspicious at all, he could tell it was from a deceased friend, worked before.

    For the Nakhon Sawan case, relatives of the murdered suspect were eligible to compensation under a 2001 law on compensation for suspects in criminal cases who are victims of excessive abuse of power.

    Mr Somsak said he had ordered the Justice Office of Nakhon Sawan to coordinate with investigators at Muang police station to inform the relatives of the deceased that they were eligible for 50,000 baht compensation for the death, 20,000 baht for the funeral and 40,000 baht for being deprived of due support.

    Nakhon Sawan police superintendent and other officials to be discharged after allegedly suffocating drug suspect to death over money


    The Thai National police chief today, August 24th, has discharged Mueang Nakhon Sawan police superintendent Thitisan Uttanaphon and conducted legal actions against 13 supposedly involved officials for allegedly being involved in suffocating a drug suspect to death.


    Police General Suwat Chaengyodsuk announced at a press conference this evening following viral leaked footage that went viral on social media earlier today. The footage appeared to show four men in what appears to be a police office who were seen covering a suspect’s head with a plastic bag while beating him. The National Police has initially discharged the superintendent while evidence is being gathered for further legal proceedings, including another 12 officers who were allegedly involved.


    According to the video captions, the suspect was an alleged drug dealer who was being suffocated by Police Colonel Thitisan Uttanaphon as he and his official colleagues were reportedly extorting 2 million baht from the suspect. The suspect was pronounced dead afterward.

    A retrospective criminal investigation among the police officials in question will also be carried out, according to General Suwat. Meanwhile, officials from the Border Patrol Police, the Immigration Bureau, and the Provincial Police Region 6 will closely monitor them from escaping during the internal investigation as many of the suspects remain at large.


    Furthermore, the Inspector General of the National Police is ordered to investigate the background and past complaints of the superintendent and his crew, including their personal situations and financial histories which may prompt such brutal actions. Prime Minister Prayut Chan O’Cha has personally asked for the investigation to be transparent and factual.


    Suwat stated: “All police officers should look at the case as an example that if they do something bad, there will be no exceptions. A rotten apple must be eradicated. But I believe that most of the police are still good apples. Still, those who do bad things must get their consequences. We rule by law. If people don’t trust us, the country will be in chaos.”


    The victim in the video is believed to be Jeerapong Thanapat, 24, according to multiple sources, who had been arrested reportedly with 100,000 pills of illegal drugs previously. The suspect was stated as having died on August 6th.


    A team of police from Bangkok had planned to perform an autopsy on the corpse of Jeerapong, however, he had already been cremated with a local hospital stating that the cause of death was a possible drug overdose. The overall case remains under investigation.

    The law, once in effect, would help uplift the Thai justice system and human rights protection to international standards, said Mr Somsak.
    wonder if this law would cover the horrific abuses on arrested soldiers reported to have occurred at lurches private prison.
