Royal Thai Gazette officially classifies tampons as cosmetics, subject to government

The Royal Thai Gazette, responsible for announcing laws and regulations in Thailand, announced this afternoon, July 22nd, 2021, that tampons are officially now classified as cosmetics in the Kingdom of Thailand.

This change means that tampons can now be subject to Thai quality control measures and rules, dependent on relevant agencies.

It is not immediately clear how Thailand will use this reclassification, although it could be used to control the sale of tampons or ensure brands meet certain quality standards. Tampons, although sold in Thailand, are not as widely used as in the west due to cultural differences and views by some sectors of society.

Tampons have previously been a topic of discussion in Thailand for tax-related reasons and debates on the cost of tax in Thailand, as well as being allegedly classified as a luxury item previously. It was not immediately apparent if the reclassification of tampons to cosmetics could affect pricing, either up or down.

The text in the new order describes tampons being classified as cosmetics as needed to protect the health and safety of consumers, without describing exactly how the reclassification would do so.

An ex back home mentioned/ranted that they were taxed as 'luxury items'. She was really quite irate about it.

Possibly because she was on her period.

An ex here was getting some pads in the 7, and I put them into my basket, she asked if I was not embarrassed about buying female products. Why would I be embarrassed about buying female products, I queried, then put them on my head like a hat and walked around the 7 while continuing my shopping, much to absolutely everybody's embarrassment.

I have never met an Asian woman who used tampons.

I have never met a western woman who did not use tampons.

    A great sociocultural divide?

Backlash over new regulation classifying tampons as a cosmetic product

There has been some online backlash today (Thursday), soon after the government passed a new regulation which categorises tampons as a cosmetic product, causing the widespread belief that the product, which is a necessity for many menstrual women, would be subject to 30% tax.

Over 550,000 tweets were made bearing the Thai hashtag #TamponsWithoutTax, as of midnight, which is now among the top Twitter trends in Thailand, as the hashtag continues to gaining traction quickly.

“Why do women have to pay?” tweeted @hippoyayee, while the account @Jackhangu said “I am a man but I agreed with no taxes on sanitary napkins. I agree with free sanitary napkins for all women.”

The regulation, signed by Minister of Public Health Anutin Charnvirakul on June 29th and published in the Royal Gazette recently, only involves tampons, as a product designed to absorb blood and secretions by insertion into the vagina, and does not include sanitary pads, for which no insertion is required.

However, according to Deputy Government Spokesperson Traisulee Traisaranakul and the Excise Department, only the 7% VAT is applied, without any additional tax imposed.

Maybe simply that they don't have any other classification they can use.

Where I work there's an HR rep sends out a group email to only females about workplace issues. All well and good, but some of the recipients think it's a bit too much and more gender divisive than inclusive. One of the ideas was to push for extra pay for females because they need to cover costs for feminine hygiene which men don't need to bear. I'm not against this idea, I say we run with it...

I want a pay bump for all the shaving products I buy, it's a cost I bear as a male. I also need an extra 500 calories a day cf females, that's another pay bump. My body is bigger than the average female so I also use more soap. It takes more than two glasses of wine on a social night out to hit full stride (not a necessity I know but why should I be penalized because of my gender?). I get charged more for car insurance because I drive more (and my gender is more likely to do dumb shit, at faster speeds, causing more damage). Is that my fault? No, but give me extra money please.

Joking, of course. Males and females in the same position are paid the same at my workplace. Gender pay gap has been eliminated. No favoured gender, as it should be and I don't want that to change.

    But I digress.

Basic necessities should not be taxed. A man's razor, a woman's tampon, garlic bread, fruit and veges, copies of the original Death Race 2000 movie, social security, small tubs of ice-cream that are big enough to satisfy but small enough that you don't eat enough to feel sick, these are all basic human rights common across all classes and societies that need to be kept away from the taxman.
Some people think it don't, but it be.
