    Malaysia Total lockdown: Breweries not allowed to operate, says Ismail Sabri

    Breweries will not be allowed to operate during the nationwide full lockdown, which starts on Tuesday (June 1).
    Senior Minister Datuk Seri Ismail Sabri Yaakob said all sectors in the manufacturing industry will be closed during this period, with the exception of 12 categories that have been allowed to operate.

    “The permission to operate is given to factories in the food and beverage industry but it is only for those producing essential items.
    “Breweries are not listed in the essential goods category.
    “Therefore, the government today has agreed that breweries nationwide must close immediately, ” he said.
    The full lockdown takes effect until June 14 where all economic and social activities will not be allowed to operate during the movement control order period, except for 17 essential services.

    "Breweries are not listed in the essential goods category." If you frequent a barstool in Pattaya you may disagree! My view is beer is one of the safest packaged beverages to drink. Not sure about the safety of tapped beer but it's probably OK if the cellar is clean.

    Not many Muslims down there hence essential goods are very different than those in bumiputera land.

    Sale of non-essential items: Deputy minister says ok for cigarettes to be sold

    KUALA LUMPUR, June 4 — Deputy Domestic Trade and Consumer Affairs Minister Datuk Rosol Wahid today said that the sale of cigarettes can still continue despite it not being listed as an essential item, as it is “essential to cigarette addicts”.
    Rosol confirmed with online news portal The Vibes that the sale of alcoholic drinks at any premises is prohibited.

    “This is because liquor is categorised as a non-essential item by the National Security Council (NSC),” he was quoted saying.
    However, he reportedly said that cigarettes can be sold during this total lockdown period, to cater to those with smoking addiction.
    “Although they are non-essential under (the SOPs from the) NSC, they are still ‘essential’ to cigarette addicts.
    “We can’t stop its sale, otherwise there will be problems. Only smokers will understand. Without cigarettes, it will be a huge burden for them,” he said.
    On the sale of alcohol Rosol said: “Yes, they can’t be sold throughout this movement control order (MCO) period. We are just following the standard operating procedures (SOPs) provided by the NSC. The government has given the order, so we have to abide by it.”
    Rosol further added that said the rule similarly applies to all other non-essential items, which also cannot be sold at any outlets.
    Earlier today, police said that stores solely selling liquor may not operate in the two-week total lockdown period, as alcoholic drinks were not an essential item under the prescribed standard operating procedures, a senior police official said.
    Commenting on viral posts alleging that police ordered a food and drinks outlet here to close despite it possessing an authorisation letter from the Ministry of International Trade and Industry (Miti), Brickfields police chief ACP Annuar Omar said this was not the case.
    “The result of an inspection at the store showed that it purely sold hard liquor, which is not considered an essential item.
    “The police then took action by advising and directing that the premises be shut. Consequently, the premise owner obeyed and took action as directed,” Annuar had said.
    Yesterday, posts emerged online to allege that the police ordered a supermarket in Bangsar to close because it sold alcohol.
    However, the images accompanying the posts appeared to show the adjoining liquor store.
    One photograph showed a makeshift note pasted on a drinks chiller, which said: “Sorry not available to sell beer by government SOP”.
    The latest SOPs from the NSC only includes stores selling hard liquor in the “negative list” of activities expressly prohibited.
    Malay Mail is attempting to clarify with the authorities if the sale of all alcohol including beer is prohibited during the “total lockdown” lasting until June 14.
    The confusion could also be based on the government’s decision to initially allow beer factories to continue operating, before reversing this on Tuesday when saying that alcoholic drinks were not considered essential items.
    Early this morning, The Vibes reported both the Defence Minister Datuk Seri Ismail Sabri Yaakob and the Inspector-General of Police (IGP) Datuk Seri Acryl Sani Abdullah Sani expressing surprise at the actions of the Brickfields police team for ordering the shutdown of the Bangsar supermarket.
    Ismail who is also the Senior Minister (Security Cluster) reportedly said: Premises that sell alcohol (closed)? Even the 7-Eleven that sells alcohol is (allowed to) open.”
    Acryl meanwhile was quoted saying that he was unaware of the incident.

    Domestic Trade and Consumer Affairs Deputy Minister Rosol Wahid has come forth to correct his earlier statement about a blanket ban on alcohol sales during the total lockdown period.

    In a statement tonight, he clarified that the restriction was limited to liquor manufacturers and liquor stores.
    Convenience stores, mini markets and supermarkets are allowed to sell alcoholic beverages provided they have a valid licence.
    “Business premises or companies and services that are categorised as essential such as food and beverage are allowed to operate under the essential services list. These premises include supermarkets, mini markets and convenience stores.


    “Some of these premises also have a licence and special section to sell alcoholic beverages. Therefore there is no prohibition on premises that are considered essential and have an approved licence to sell alcoholic beverages to operate.
    “(They can) sell goods that are in their premises including alcoholic beverages, on condition they follow the set rules,” he said.

    Earlier today, Rosol sparked confusion and controversy when he announced a
    blanket ban on the sale of alcohol due to it being a non-essential item.

    However, he defended the ministry’s move to allow the sale of cigarettes, which are also non-essential, to avoid problems arising from "addicts".

    DBKL also clarifies
    Kuala Lumpur City Hall (DBKL) also said it will only compel liquor shops to close during the 14-day total lockdown period, while other retailers are free to sell liquor or alcoholic beverages.
    In a statement today, DBKL clarified that the sale of alcohol is still allowed for convenience stores and supermarkets.

    Confusion galore
    There has been confusion in recent days over the issue of liquor sales.
    Yesterday, police had shut down a liquor store in Bangsar, Kuala Lumpur.
    There were also reports that hypermarkets in Kuala Lumpur were allegedly told to stop selling alcohol.

    Earlier today, MCA secretary-general Choong Sin Woon criticised the authorities for doing so, describing it as an over-extension of the NSC orders.

    Choong said alcoholic drinks should be treated the same way as soft drinks.
    On Tuesday, Defence Minister Ismail Sabri Yaakob announced that alcohol factories were not allowed to operate during the total lockdown.
    He did not say that the restriction extended to liquor stores or other shops.

    Cigarettes allowed because the main consumers of tobacco are . . . Malays. By far the largest voting block

    Alcohol not allowed because the main consumers of alcohol are . . . Indian and Chinese. The smaller voting blocks.

    Alcohol is now allowed because wealthy ad influential Malays have business interests in Alcohol sales.

    Essentially, if it's SE Asian, organisation is incoherent, ill-considered and ill-managed, and in the final analysis generally resolves to vested interests, cronyism and corruption.

    I think it stems from the fact these bunnies have yet to make the leap from tribal social stratification within rural/jungle environments to what we more sophisticated societies consider to be modern social development. They may well live on housing estates, drive cars and operate bank accounts but in evolutionary terms they are still swinging through those trees and struggle with abstract concepts requiring functioning cognition. Quite literally, they cannot see the wood for those trees.
