Brits fined B6,000 in Phuket for illegal family gathering of six

PHUKET: Two British nationals in Phuket have been fined B6,000 each for holding an illegal gathering by having a total of only six people at a family gathering at a private home in Baan Layan, Cherng Talay, on Phuket’s west coast.

Cherng Talay Police, under command of Chief Col Pirachart Pombunmee and led by Capt Prasan Ketsaro, raided the home at about 5pm Sunday (May 9).

The raid was conducted after a “tip-off’ by local residents, said the report by Capt Prasan.

The name of the informant was not revealed.

Also present during the raid were the Cherng Talay subdistrict chief (Kannan) Jirayut Jirasunthornkul and the village chief (Phu Yai Baan) for Moo 6 Cherng Talay Suchart Yuyen and his assistant Yongyut Khononghai.

The two were arrested at the house* and charged for “acting against the Communicable Diseases Act, B.E. 2558 (2015) and the Phuket Provincial Order No. 2284/2564 Section 5,” Capt Prasan wrote in his report.

Section 5 of Phuket Provincial Order No. 2284/2564 was issued by Phuket Governor Narong Woonciew on Apr 28. The section mandates: “For social activities, all people must refrain gathering for celebration, such as birthday parties, welcome or farewell parties, or others, except traditional events, such as funerals, weddings, or ordination. If the event cannot be postponed, the organiser must strictly follow the disease control measure to reduce the risk to spread the disease.”

While the report by Capt Prasan did not explain what penalty the two will face, Col Pirachart of the Cherng Talay Police confirmed to The Phuket News this morning (May 11) that both British nationals were taken to Cherng Talay Police Station and fined B6,000 each.

“We are calling for the other four foreigners present at the house on that day to come to the police station and face a charge,” Col Pirachart said.

obviously they were brexit supporting racist northern monkeys and grassed to the cops by their selfless upstanding thai neighbours concerned for the health of the residents in the village.

Indeed. A long term Phuket resident, his Thai wife, sister in law and husband, another local couple, having a Sunday lunch at their home. No noise, music etc, large entourage of police and local officials acting on a complaint by a neighbour.

For clarity, currently, restaurants are open in Phuket for dine in, though no alcohol. Alcohol continues to be available from any source licenced to sell it. There are no defined restrictions on numbers or alcohol consumption within one's home, or numbers attending. The police used 'you have party!' to prosecute the owner, evidence being there was a cool box with some wine and beer inside. Pathetic. Lastly, I don't know the individuals though I know someone who does. They are not Brits apparently.

Finally, in contrast, a scene at a restaurant near Chalong Bay, the very same day:

What is the betting that there is SangSom/Hong Thong/Regency or similar under the table. Don't pay any attention to the beer bottle in the condom resting on the ledge to the right of the photo, that must have been left there from a month ago.

Obviously, it is simply a revenue raising device fleecing farang under the rather flimsy pretext of enforcing an offence that is poorly defined and, in this case, clearly has not even been committed.

Just another slice of Thai discrimination exercised by buffoons exploiting their powers unjustifiably in a ham-fisted and arbitrary manner.

They really are a piece of work which of course is why any decent minded expat would loathe this hypocritical society that under this current dictatorship empowers any tinpot authority within it to extort at will.

Mind you the grass around the pool area is very long but I should think a warning in the first instance would be quite sufficient.

Phuket COVID restrictions extended, foreigners breaking order face expulsion

PHUKET: The raft of restrictions in effect across Phuket to prevent the spread of CVOID-19 have been extended through to May 31 under a new provincial order issued today (May 12). The order included a warning that foreigners failing to observe the restrictions in place regarding gatherings may be expelled from the country.

The new five-page provincial order was published just before midday today (May 12).

The order, dated as issued and signed by Phuket Governor Narong Woonciew today, is marked to come into effect tomorrow (May 13).

The order extended the previous restrictions already in place (see links below).

However, the new order now includes a provision expressly banning any people from visiting any other person’s home for the purpose of gathering.

The new order does not stipulate how many people gathering at a private home was to be deemed illegal.

Section 5 of the previous order, regarding “Social activities”, mandated, “For social activities, all people must refrain from gathering for celebration, such as birthday parties, welcome or farewell parties, or others, except traditional events, such as funerals, weddings, or ordination. If the event cannot be postponed, the organiser must strictly follow the disease control measure to reduce the risk of spreading the disease.”

Section 5 of the new order is now separated into sections 5.1 and 5.2.

Section 5.1 features the exact same wording as the previous order.

However, Section 5.2 clearly states, “5.2 Eating, drinking or celebrating among family at a house or other kind of accommodation must not include outsiders. Gathering to do any activities that are at risk of spreading infections must be prohibited.

“If those who fail to comply with this measure are foreigners, their permission of being granted to remain in the Kingdom under the Immigration Act will be taken into consideration.”

The revised order comes after two foreigners were fined for B6,000 each for holding an illegal gathering at a home in Cherng Talay last Sunday (May 9) that was deemed by local officials and police to be a party.

Meanwhile, Section 1 of the order, marked “Gathering for activities which risk being infected”, notes the following:

1.2 Activities that have more than 30 people gathering are prohibited, except whereby the organisers have received approval from an officer or the activities are held by officers themselves. The disease control measures must be strictly applied.

1.3 Gathering to celebrate by drinking alcohol beverages in any public places is prohibited. The public places are beaches, public parks, playgrounds, canal sides, reservoir sides, pond sides, etc.”

    Phuket is totally corrupt.

I knew a guy rented a house to a politicians son there and the son paid no rent and was using the place to sell drugs.

He paid money to someone Thai "with sway" to "have a word" and a week later was given the money back with a message to the effect "I am not messing with that family".
