Being governor of two provinces, isn't it based on place of residence?

Having said that, I guess he can have moved

It is my understanding that a governor can serve a maximum of 2 x 2 year terms in any province. This policy is controlled by the Ministry of the Interior and is part of the way Thailand has been colonized by Bangkok. At one time all governors graduated from Chula or Thammasat, but that has probably changed.

The motive is that a governor staying any longer in a province may develop unhealthy, and lucrative, relationships with the locals; or even worse, a cult following.

As has (sort of) been pointed out, the Ministry of Interior appoints governors for all provinces except Bangkok.

The MoI giveth, and the MoI can taketh away.

If you remember there was that governor of Chiang Mai who took exception to a cartoon about the annual toxic pollution that a local publisher put on her website and tried to open a criminal case against her that could have put her in nick for up to five years.

After every major news agency around the world got hold of it and ripped him a new one, Bangkok went through the usual "face saving" bullshit of her having to apologise to him but then promptly and quietly yanked him out and put someone else in the job.
