    Tokyo protests Russian missile system deployment on Kuril Islands

    TOKYO, December 2. /TASS/. Japan’s government voiced protest over the deployment of the Russian Eastern Military District’s S-300V4 surface-to-air missile system on the Kuril Islands, the Japanese Foreign Ministry’s press service told TASS on Wednesday.

    "We are constantly gathering information about the Russian military’s actions in the Northern Territories (Japan’s term to refer to Russia’s Southern Kuril Islands - TASS). On December 1, the Japanese Embassy in Russia lodged a protest with the Russian Foreign Ministry, noting that such actions can reinforce Russian military capabilities and are incompatible with our country's position on these islands," the ministry said.


    On Tuesday, the Russian Defense Ministry reported that the units of the S-300V4 surface-to-air missile system of the Eastern Military District entered combat duty on the Kuril Islands.


    The S-300V4 is an advanced highly mobile air defense missile system designated to protect vital military and administrative facilities and groupings of forces against strikes by ballistic and aerodynamic air attack weapons. This is the fourth version of the upgraded S-300V battlefield anti-aircraft missile system.

    Russia and Japan have been in talks to sign a peace treaty since the mid-20th century. The main stumbling block to achieving this is the ownership issue over the Southern Kuril Islands, called the Northern Territories in Japan. After the end of World War II, the Kuril Islands were incorporated into the Soviet Union. However, the ownership of Iturup, Kunashir, Shikotan Islands and the Habomai Islands has been challenged by Japan. The Russian Foreign Ministry has repeatedly said that Russia’s sovereignty over these islands, which is committed to paper in international documents, cannot be called in question.

    Seems the missiles are located on Kunashiri and Etorofu-to Islands. You can see those islands from the coast of Hokkaido.

    "The US’ decision to label residents of the disputed Kuril Islands as Japanese is a “very strange and irregular” move, former Australian diplomat Gregory Clark has told RT, adding it shows “rampant revisionism” on the US’ part.

    The bizarre move by US officials first caught the eye of Japanese media last week. It transpired that Russian citizens born on the islands of Habomai, Shikotan, Kunashir, and Iturup were considered Japanese by the US immigration authorities for the purpose of drawing green cards.
    The sneaky designation sparked an angry reaction in Moscow, with Russian diplomats stressing that the country’s sovereignty over the four islands is not the subject of any dispute.

    “Do you need more proof that the US is a revisionist power?” Russia’s Foreign Ministry said in a statement. “In 1945, the Kuril Islands were transferred to the Soviet Union. But today the State Department is seeking to reopen the settlement of the Second World War and encouraging territorial revanchism.”

    Such a designation certainly amounts to “rampant revisionism” and meddling in affairs between Moscow and Tokyo, believes former Australian diplomat Gregory Clark, a specialist in international relations and security.

    It’s rampant revisionism, because what happened in 1951 is very interesting. At the time, Japanese Prime Minister Yoshida Shigeru tried very hard to get America to agree that they should not have to give up all the islands, that they should be allowed to retain some of them – in particular, ones that are now being disputed. And America quite clearly said, no, there could be no re-negotiation

    Moreover, it looks like a “very irregular, very strange” move on Washington’s part, given its own role in the secession of the disputed islands from Japan in the aftermath of World War II."

    “It was America who forced Japan to give up these islands in the peace treaty with Japan in 1951,” Clark told RT, adding that the loss of the islands by Tokyo received wide international recognition – regardless of the bilateral Russia-Japan relations. The two nations still lack a proper peace treaty.

    “It was not just America, but 50 other countries… who all agreed in 1951, in the San Francisco peace treaty, that Japan would give up all right and claim to the Kuril Islands. Absolutely no ambiguity.”

    It is understood, that the agreement concerning Outer-Mongolia and the ports and railroads referred to above will require concurrence of Generalissimo Chiang Kai-Shek. The President will take measures in order to obtain this concurrence on advice from Marshal Stalin.


    The Heads of the three Great Powers have agreed that these claims of the Soviet Union shall be unquestionably fulfilled after Japan has been defeated.

    For its part the Soviet Union expresses its readiness to conclude with the National Government of China a pact of friendship and alliance between the USSR and China in order to render assistance to China with its armed forces for the purpose of liberating China from the Japanese yoke.

    In 1855, Russia and Japan signed the Treaty of Shimoda, which gave Japan ownership of the four southern islands and Russia ownership of everything to the north.

    Communities developed on three of the islands and by the time World War II began, there were 17,000 Japanese residents.

    Russia took control of the islands at the end of the war, and by 1949 it had deported all residents to Japan.

    Under the
    1951 San Francisco Peace Treaty, signed between the Allies and Japan, Japan renounced "all right, title and claim to the Kuril Islands", as well as over other possessions.

    But this resolved nothing, because
    Russia did not sign the treaty and the Japanese government has never recognised the four islands as part of the Kuril chain.
    Russia should do the decent thing and honour the treaty it signed. But of course it is headed up by a prize c u n t.

    In all seriousness, Abe and Putin are good friends. And they could have settled this between Russia and Japan 2 years ago. But Japan is an occupied country. So it cannot sign for itself.

    While in February 1945 the Yalta Agreement [14] had promised to the Soviet Union South Sakhalin and the Kuril islands in return for entering into World War II against the Japanese, the Soviet Union nevertheless mounted an armed invasion of South Sakhalin at the cost of over 5,000 lives.[15
    Between 18 August and 31 August 1945 Soviet forces invaded the North and South Kurils.
    The entire Japanese civilian population of roughly 17,000 was expelled by the Soviets by 1946.
    Between 24 August and 4 September 1945 the Eleventh Air Force of the United States Army Air Forces sent two B-24s on reconnaissance missions over the North Kuril Islands with intention to take photos of the Soviet occupation in the area. Soviet fighters intercepted and forced them away.
    As of 2013, 19,434 people inhabited the Kuril Islands. These include ethnic Russians, Ukrainians, Belarusians, Tatars, Nivkhs, Oroch, and Ainus. Russian Orthodoxy and Islam are the only religions with significant following among the population
