4th Thai Woman Sneaking Back From Myanmar Tests Positive Legal Action Will Be Taken

Another Thai woman who crossed the border illegally from Myanmar to Mae Sai district in Chiang Rai province has tested positive with the COVID-19.

Permanent secretary for public health, Kiattiphum Wongrajit said on Tuesday that she is the fourth woman recently diagnosed with COVID-19 after sneaking back into Thailand through a natural pass after working in Myanmar.

Dr Sophon Iamsirithavorn, director of the Division of Communicable Diseases, said the woman’s COVID-19 infection was confirmed on Tuesday morning.

Another case, a 29-year-old woman in Chiang Mai province, was announced on Saturday and two others, women aged 26 and 23 from Chiang Rai, were announced on 30th November 2020.

“The COVID-19 test results of a 25-year-old woman, the latest case, were confirmed on Tuesday morning.

“Her hometown is Phayao province. She had travelled to work in Myanmar’s Tachilek township with two friends,” Dr Iamsirithavorn said.

“On 24th November, she and the two friends crossed the border via a natural border pass to Mae Sai district. They wore face masks.”

Between 24th November and 27th November, she stayed at a hotel in Mae Sai and did not leave the room. She ordered meals using Grab services, he said. Between Nov 28th-30th November, she stayed at a hotel in Muang district of Chiang Rai and contacted officials for health tests.

On 30th November, she was quarantined and underwent COVID-19 testing, which returned positive. She was sent to Chiang Rai Phrachanukhoh Hospital for treatment.

“The two other friends who are at high risk tested negative, but are still being closely monitored. Other people are at low risk,’’ Dr Iamsirithavorn said.

Deputy Prime Minister and Public Health Minister Anutin Charnvirakul on Tuesday said he had ordered the fullest legal action against the Thai women who returned illegally from Tachilek with COVID-19 and dodged quarantine.

“These selfish people caused trouble to so many other Thai people. They caused national damage and do not deserve sympathy,” he said at Government House.

“We were about to reopen the country, but easing measures must be revised now.”

He was referring to six Thai women who sneaked into the northern province of Chiang Rai through a natural passage on 24th November and had since travelled around. Four of them have already tested positive for the novel coronavirus.

The women’s failure to go into quarantine had caused a costly effort by the government to test all people close to them, to contain the disease, Mr Charnvirakul said. He said they had travelled around, visited restaurants and had intimate contact with other people, and concealed their illness.

He ordered local health officials to prepare cases for provincial governors to take legal action against the women. The Public Health Ministry would also take separate legal action.

“Officials will exercise all sections of relevant laws including those relating to immigration and communicable diseases, and the 14-day quarantine requirement, in taking legal action.

“The operators of their hotels may also face legal action for failing to inform authorities of the arrival of suspicious customers,” Mr Charnvirakul said.

And with very good reason given that a mere ten months ago there were scarcely more than 400 ventilators in the entire country and nowhere near enough staff qualified to supervise their use in an ICU environment. Presumably the Chinese have supplied more but if they were of the same quality sold to the UK then their use is questionable.

6 More COVID-19 Cases Linked to Myanmar Entertainment Venue

The Public Health Ministry has announced that 6 more Thai nationals, including a Bangkok resident, have been confirmed to have COVID-19 after they returned from an entertainment venue in neighbouring Myanmar, the same location where the first four confirmed cases were believed to have contracted the virus.

Dr Sopon Iamsirithaworn, director of the Division of Communicable Diseases said the 10 confirmed COVID-19 cases are all linked to the same entertainment venue at 1G1 Hotel in Tachileik.

One of the six new cases was a 28-year-old native of Phayao province who worked at the 1G1 Hotel entertainment venue, said the doctor.

She returned to Thailand on 27th November through a natural trail, checked in at a hotel in Chiang Rai until 30th November, when she underwent a COVID-19 test at a private hospital in Chiang Mai before returning home to Phayao, said Dr Iamsirithaworn.

This patient was then admitted to a hospital in her hometown province and on 1st December, confirmed by the Chiang Mai hospital to have COVID-19, he said.

The second case is a 21-year-old resident of Bangkok who returned through a natural trail in Chiang Rai from a visit to 1G1 Hotel with a 25-year-old friend on 28th November.

The Bangkok woman tested positive for COVID-19 in Bangkok, while her friend, who travelled back to her home province of Phichit, was confirmed to be the third COVID-19 case, he said.

The fourth case is a 36-year-old resident of Ratchaburi who visited the same venue between 23th-24th November, returned to Thailand through a natural trail on 29th November, boarded a plane from Chiang Mai to Bangkok and travelled on to Ratchaburi where she was confirmed to have COVID-19 on 1st December, he said.

The fifth and sixth cases are 23-year-old and 25-year-old residents of Chiang Mai who had worked at the 1G1 Hotel as well said the doctor.

They returned to Thailand on 26th November, stayed with three other friends in Chiang Rai’s Mae Sai district and tested positive on 1st December when they were back in Chiang Mai, said the doctor.

Prime Minister Prayut Chan-o-cha has ordered patrol officers to strengthen security along the Thai-Myanmar border, particularly around Chiang Mai and Chiang Rai.

Nine more COVID-19 cases recorded in Chiang Rai today – all from Thachilek

Today, the Chiang Rai Provincial Communicable Disease Control Committee reported nine more COVID-19 cases, all returnees from Myanmar’s Thachilek township and in local state quarantine, increasing infections in this northern border province to 20.

Governor Prachon Pratsakul, who chaired the committee, said that 19 of the infections are Thais who used to work at Thachilek’s 1G1 Hotel. The other is a local resident, who contracted the disease from one of the early returnees who had snuck across the border.

He also said that the provincial administration would be able to contain the spread of the disease if the remaining Thais in Thachilek return to Thailand through the formal immigration checkpoint and enter local state quarantine.

According to the committee, there are 139 in local state quarantine, 30 high-risk and 109 low-risk contacts.

Health officials in the province have conducted tests on 2,575 people since December 2nd, 1,521 of whom have been cleared, with results still pending for the remaining 1,054.

To prevent border crossings, by both Thais working in Myanmar and Myanmar people, troops have been on 24-hour patrol of the road accesses to Mae Sai and Chiang Saen districts, while more razor wire has been installed at the natural border crossings frequently used by illegal Thai returnees and Myanmar people.

Meanwhile, the CCSA today reported 14 new COVID-19 cases, including two locally-transmitted cases in Bangkok and two returnees from Myanmar. The remaining ten infections are arrivals from Saudi Arabia, Belgium, Ukraine, the US, Qatar, Sweden, Japan, Myanmar and the UK.

CCSA spokesman Dr. Taweesin Wissanuyothin said that cumulative infections, to 11am today, are 4,086, with 3,853 recoveries. 173 others are still being treated in hospitals.

He said that the infection rate in Thailand is 6.15 per 100,000 people. He also said that the 14 new cases today is still low, compared to the infection rate in March when the state of emergency was announced to contain the pandemic.

One of the two locally-transmitted cases in Bangkok is a 27-year old woman, who returned from Thachilek, and the other is a medic in hotel based quarantine, who contracted the virus while at work.

Dr. Sophon Karnkawinpong, acting director-general of the Disease Control Department, said that health investigators in Chiang Mai, Chiang Rai, Phichit, Phitsanuloke, Ratchaburi, Sing Buri and Bangkok have been coordinating with the Disease Control Department to trace those in close contact with the infected people.

So far, there are 23 infections linked to Thachilek.

Possibly a bit harsh but they sure as f*&k should not let them back in with open arms. Keep the borders closed and let them go through the same protocol everybody else is having to go through.

Might understand why they're still hesitant to opening up full bore...
Like most of Asia, their precautions and protocols are in order.
