The topic is whether foreign diplomats should or should not follow a countries "traditions". The traditions may or may not be to the foreigners tastes but are expected to be followed. Presuming others also follow foreign traditions when visiting foreign countries. Which I suspect is many, but there are a few "exceptions" who do not. They are usually slandered and forced to resign.
As I read here on TD that you are from a "diplomatic" family, I would suspect your family followed foreign "traditions" when working and living in foreign countries. Yes?

Allegedly so. As a visitor from a foreign country respect the the countries traditions is a given. Whether the person/diplomat agrees with them is of no interest, they follow advice given to them by the visited countries representatives.

My technique follows WHO guidelines. Allegedly, an effectiveness of 50 + % and lasting a minimum of 6 months, is the norm.

"My way or the highway" is taking over in many countries. Where it's citizens are no longer allowed to question "big brother" for fear of exclusion or worse, media expulsion. Belief in or not deciding, for oneself, is no longer tolerated.
Most of us do not normally face foreign protocols, which one is forced to submit too/may find distasteful, on a daily basis. Diplomats, I would suggest, are forced to face them more often.
I believe they are called Ambassadors. Some yearn for such opportunities, that is until they are informed and tell their wife, which country they are being posted too.
Unfortunately many "civilised" people do far worse acts on foreigners than "walk on their backs" for a moment. Believing any act is acceptable, if they consider it, "worth it".

The "hard" working diplomats grin and bear it. Some are "awarded" for "services rendered", metal trinkets with colourful ribbons, to pin to their jackets. The number of trinkets indicates their "worth" and pension award.

They've always had a reasonably long and enduring relationship with the small island nations of the Pacific and, indeed, have contributed a lot of aid funding to support these countries. So I think there is a responsibility to maintain that level of support, despite the fact that there are other actors who are interested in being involved in the community.
So, "there are other actors" where they are now expecting more from:
China has offered financial assistance for the project, but will likely want some things in return
You are assuming the two you name have had "freedom" in the past or desire it now.
Some world citizens would be happy with a warm bed and a bowl of porridge, others want bicycles, others a new house, others a two week holiday a year, others a black credit card, others a PA to sooth the fevered brow, others to be acclaimed as a saviour ....

For many countries of the world, the spectre is just becoming more visible. Possibly of course your own is an "exceptional" one.
No social system can ultimately ignore it's citizens, it is overthrown. Many countries have undergone multiple "updates". Others are facing the new world of change for the first time. The trick is to let the citizens stupefy with colourful trinkets and potions, the "monarchs" are more amused.

I tend to disagree with you for a change. Diplomacy also means not placing visitors at discomfort, not expecting them to do what they would not ordinarily do or what is against their own customs.
Serving pork at a function involving Jews or Muslims, beef at a function involving Hindus, walking on the backs of children . . . at any function involving ANYONE . . . except for Chinese, it seems.
Diplomacy is a two-way street and you know that any visit elsewhere by a Kiribati notable wouldn't involve eating eels or other things not deemed acceptable by them. That's what research is for unless some Kiribati in charge of protocol simply forgot to google 'is it all right for Communist Chinese to trample on children'

Chinese folk already pretty much run the commerce in most Pacific island nations.
It's quite amazing. Even in Tonga, the two corner shops near our factory are owned and run by two families from Xian and Shanghai. We always wonder why they would come all the way to the middle of nowhere to buy out owners of a corner shop . . . and how did they get in in the first place and why? Certainly not for financial reasons.
