    Shopping malls to reopen, curfew now 11 p.m. - 4 a.m.

    BANGKOK (NNT) - The government’s COVID-19 center has approved further relaxation of the outbreak control measures. Starting tomorrow, shopping malls can open from 10 a.m. to 8 p.m., and the night curfew is shortened, running from 11 p.m to 4 a.m. from Sunday.


    Prime Minister and Minister of Defence Gen Prayut Chan-o-cha chaired a meeting on Friday, of the Center for COVID-19 Situation Administration (CCSA) to discuss the second-phase relaxation of the outbreak control measures, including reopening shopping malls.


    The CCSA spokesman Dr Taweesin Visanuyothin, later announced that more businesses would be allowed to resume activities from 17th May, namely food and drink sales in hotels and at airports, along with retailers, wholesalers, and shopping malls.


    Shopping centers are allowed to open from 10 a.m. to 8 p.m. daily, while movie theaters, karaoke venues, and game arcades have to remain closed.


    Beauty clinics can reopen for body treatments, except for facials, weight control, tattooing or piercing, bathing, and massages. Non-contact sports can resume but only with teams not exceeding three persons. Fitness centers are allowed to partially open, as well as swimming pools though the number of swimmers and their time in the water must be limited. Boxing stadiums and gymnasiums will remain closed.


    Conference centers, hotels, libraries, and museums can reopen, while film and TV shooting schedules can resume, where the number of crewmembers does not exceed 50 persons.


    The night curfew as of Sunday 17th May, will begin at 11 p.m., one hour later than the initial 10 p.m., and end at 4 o’clock in the morning. Measures regarding international travel restrictions are still in place, as well as the deferrment of inter-provincial travel.

    should be around the beginning of june when we find out if this was too soon.

    ...just back from Central Chidlom: pic of QR code required for both department store and supermarket to track shoppers coming and going (I think)...certain imported goods not in stock (types of cereal and cheese, certain fruits like strawberries and blueberries, etc)...

    Just back from Central Pattaya, no problem if you don't have a QR app as you can write your name and phone in a book, everything seems to be in stock at Tops, produce counters heaving as usual, people appear amenable to waiting or being herded in unfamiliar routes, and must confess after a couple of months it's refreshing just to be able to get out buy stuff aside from necessities.

    On the way back drove past 3 >100m queues for food packages, still pisses me off that people need to passively rely on the generosity of those a bit better off, while the thick skinned crooks up top will somehow wring credit where none is due, for having really done their token minimum toward those suffering hardship. My daily moan, and nothing will change; meh!

    Can someone explain why the shopping malls etc are recording who enters their stores?

    If you get the big-V they have a better idea who was within your range; or a good enough excuse to harvest data. Or some other reason.

    That is not an explanation.

    How could a register of say 600 people entering the Central Festival mall in Pattaya for the morning of whatever date assist in any way if one person who visited that day manifests COVID symptoms six days later, particularly if that person also visited the Big C and Tesco supermarkets, say, a day after his Central Festival visit?

    Is this some sort of fucked up tracking and tracing strategy, Somchai style?

    Or have I missed something.

    What do you think the chances of the school exercise book they are using to record customer details being findable; their scrawled entries being readable or in any way useful should they be called upon?

    I visited two malls today, at the first I did follow their routine but lied about having a phone, my passport details were taken instead - and it was a case of you want the details, you write them down - then comes the obligatory temperature check and hand wringing. On entry, half the mall (the part I wanted to go to) was still closed and half of the part that was open still the had shops shuttered. I was out in 2 minutes and onto the next mall. Faced with another queue and the same rigmarole I decided I really didn't need the item I had come for that badly after all. At a third large Tesco store I simply walked past the desk where they were doing their registrations, bought my beer and left.

    I understand the dilemma of the malls in that these regulations are being imposed upon them in a 'do as you are told or stay closed' manner but the absurdity, impracticality and inefficiency should be obvious to anyone. Plus, everyone is sharing the same pen and using the same book when they provide their data. They seriously cannot think they are going to be able to continue like this until a vaccine has been found.

    Indeed, poorly drafted, illogical and quite stupid instructions are issued by some underling interpreting a vague instruction by his master are circulated among the community who are then expected to do as they are told and without question.

    I rather think this is the third world version of the NHS Tracking/Tracing phone app which the UK wants everyone to download and if around a minimum of 60% of the population subscribe then the system will work - you manifest COVID symptoms and test positive, scrutiny of your phone will reveal the people with whom you have had close contact.

    That the Thai think their manual/QR system will assist is truly bizarre but then, they are a curious race with a cognitive process unlike any other nation.

    Basically, the dictatorial top-down management system of Thailand where no-one has the will or power to tell the person above them they are talking out of their arse ensures this nonsense.

    I went into T21 in Korat with the daughter this morning. Alternate levels of the car park are closed, so vehicals are subject to social distancing as well.

    On entering, I had to scan a QR code on Line which linked to some app, and write my name and phone number in a book. The security guy did some stuff on my phone with the app as it was all in Thai.

    I had to do the same on entering individual shops.

    On leaving I had to scan another QR Line code, which was apparently to log out of the mall, but it was all in Thai and there was no-one to help. They are certainly making an effort but I have no idea what it was all about.

    I leave my phone in the car and just sign in with my own pen. Not giving the mobile to anyone to load their stupid apps (or germs) on it. Playing the Grumpy Farang card.

    I have read that this is to see if the individual shop has reached the maximum number of customers it is allowed in the store at anyone time.

    I fail to see how that would work in practice.

    ^ It was the first time I've been to T21 in many months... since way before the shooting. Outside of Foodland there appears to be many stalls selling limited food, but Foodland itself was shut.

    Oh... and I don't think shops in T21 have to worry about exceeding allotted numers of customers, the entire complex is practically deserted whenever I go there.

    Ah yes, pens, they had a box of pens at the right of the signing in exercise book, and another box with pens in it on the left for discards; you have to take one from the right box, sign it and dump it into the left box.

    I hope when the right box is empty they don't simply switch them around.
