SANTIAGO, June 10 (Reuters) - Chilean health authorities announced a blanket lockdown across the capital Santiago on Thursday following some of the worst COVID-19 case numbers since the pandemic began, despite having fully vaccinated more than half its population.


The development, which will alarm authorities elsewhere who are debating how fast to reopen as vaccination campaigns gather steam, comes as Chile's confirmed daily caseload surged 17% in the past two weeks nationwide and 25% in the Metropolitan region that includes Santiago and is home to half the country's population.


Intensive care beds in the capital region are now at 98% capacity. Jose Luis Espinoza, the president of Chile's National Federation of Nursing Associations (FENASENF), said his members were "on the verge of collapse."


Chile has one of the world's highest vaccination rates. Around 75% of its 15 million target population have already received at least one dose of vaccine, and nearly 58% are completely inoculated. On a per capita basis among larger countries, it the vaccination leader in the Americas and the fifth highest worldwide, according to Reuters data.


It has used nearly 23 million vaccines doses so far - 17.2 million of Sinovac's, 4.6 million of Pfizer /BioNTech's, and less than 1 million each of AstraZeneca's< AZN.L> and CanSino's.


Vaccines are not 100% effective, medical experts pointed out, and there is a time lag before they reach their highest efficacy. Also driving the fierce second wave is lockdown fatigue and the appearance of more contagious variants.


Of 7,716 people confirmed as infected with COVID-19 between Wednesday and Thursday, 73% had not been fully inoculated and 74% were under 49 years old, the health ministry said.


Dr. Cesar Cortes, emergency physician at the University of Chile hospital, said people who stayed home last year were now more afraid of being without work.


"Last year, there was low circulation and the confinement measures were more effective because people were scared of dying," he said. "That's not happening now."


Without its vaccines, Chile would be far worse off, he said.


"The complicated situation we are seeing now would be catastrophic," he said.


Chile's health regulator, the ISP, said genome sequencing of infections between December and June had confirmed the Brazilian P1 variant was the most prevalent in the country, and "twice as contagious as the original strain."


Chile is now embarking on vaccinating teenagers, having offered jabs to older age groups. Two weeks ago it introduced green cards to confer greater freedom on the vaccinated in an attempt to encourage the wary to come forward.


An infectious disease specialist at a large Santiago hospital, who asked not to be named because he was not authorized to speak officially, said vaccines could not completely relieve the overburdened hospitals.


"Around 10% of people, even if they are vaccinated, will not be protected against serious illness. That's hundreds of thousands of people going to ICUs," he said. "And when our health system is strained to the limit as it is now, that percentage alone is enough to overwhelm them."

Moscow orders new restrictions as COVID-19 infections soar


MOSCOW (AP) — Moscow’s mayor on Saturday ordered a week off for some workplaces and imposed restrictions on many businesses to fight coronavirus infections that have more than doubled in the past week.


The national coronavirus taskforce reported 6,701 new cases of infection in Moscow, compared with 2,936 on June 6. Nationally, the daily infection tally has spiked by nearly half over the past week, to 13,510.


After several weeks of lockdown as the pandemic spread in the spring of 2020, Moscow eased restrictions and did not reimpose any during subsequent case increases. But because of the recent sharp rise, “it is impossible not to react to such a situation,” Mayor Sergei Sobyanin said.


He ordered that enterprises that do not normally work on weekends remain closed for the next week while continuing to pay employees. In addition, food courts and children’s play areas in shopping centers are to close for a week beginning Sunday, and restaurants and bars must limit their service to takeout from 11 p.m. to 6 a.m.


Earlier in the week, city authorities said enforcement of mask- and glove-wearing on mass transit, in stores and in other public places would be strengthened and that violators could face fines of up to 5,000 rubles ($70).


Although Russia was the first country to deploy a coronavirus vaccine, its use has been relatively low; many Russians are reluctant to get vaccinated.


President Vladimir Putin on Saturday said 18 million Russians have received the vaccine — about 12% of the population.


For the entire pandemic period, the task force has reported nearly 5.2 million infections in the country of about 146 million people, and 126,000 deaths. However, a report from the state statistics agency Rosstat on Friday found more than 144,000 virus-related deaths last year alone.


The statistics agency, unlike the taskforce, counts fatalities in which coronavirus infection was present or suspected but is not the main cause of death.


The agency’s report found about 340,000 more people died in 2020 than in 2019; it did not give details of the causes of the higher year-on-year death toll. The higher death toll and a lower number of births combined to make an overall population decline of 702,000, about twice the decline in 2019, Rosstat said.

What happened next, police say, was a parking-lot fight in which Michael attacked Mark Dinning’s eyes and genitals. Dinning told authorities that Michael then pulled down his mask and began to cough and spit in his face.

“If I have it, you have it!” said Michael, referring to covid-19, the disease caused by the virus, according to the complaint.

Weeks after the Iowa man was convicted of willful injury causing serious injury, Michael, 42, was sentenced Wednesday to 10 years in prison for the violent attack stemming from the mask dispute. Michael’s sentence is among the sternest yet nationwide related to an argument over face coverings since the start of the pandemic.

The national vaccination rollout has hit turbulence after several public and private hospitals announced their decision to postpone inoculations amid a shortage of the Covid-19 vaccine.

When pressed about the shortage, Public Health Minister Anutin Charnvirakul passed the buck to City Hall, who in turn blamed the government by saying it had received insufficient supplies to meet vaccination targets.

On Sunday, permanent secretary for public health Kiattiphum Wongrachit admitted that Thailand has so far received far less Covid-19 vaccine than it had expected this month.

The shortfall has led to a major adjustment of the country's mass vaccination programmes for July and September, Dr Kiattiphum said.

Several public and private hospitals across the capital, as well as a number of hospitals in the provinces, have postponed vaccination appointments scheduled for this week, saying they have not received enough vaccines from the Public Health Ministry.

Most of the postponed vaccination appointments were made by senior citizens and people with underlying medical conditions through the Mor Prom ("Doctor Ready") app.

Namarak Hospital even posted a sarcastic remark on its social media channel, saying: "If you have any questions about this [postponement], please contact our call centre or contact the public health minister [directly] and ask why this lack of readiness has occurred."

The post prompted Mr Anutin to give an interview on Channel 3, in which he blamed the Bangkok Metropolitan Administration (BMA).

The minister said the Public Health Ministry had agreed to supply the BMA with one million doses of the vaccine and in less than two weeks 500,000 doses had already been delivered.

"So it cannot be said that they haven't received the vaccine from the ministry, and saying so only shows a lack of responsibility," he said. "The BMA's health and medical departments should have tried their very best in managing the given vaccine supplies as they now have full control of everything there."

Mr Anutin said his ministry was quick to have all 500,000 doses of the vaccine delivered to the BMA although it had initially planned to send only 250,000 doses initially, and the rest later.

"Please don't say the ministry isn't doing anything because it already has distributed all vaccine supplies received from the suppliers to eligible parties as instructed by the CCSA and on time," he said.

Soon after Mr Anutin's interview, the BMA's public relations office posted a statement on its Facebook page saying that the ministry failed to supply vaccines to the BMA as planned.

It said the BMA was notified by the ministry that 2.5 million doses of the AstraZeneca vaccine will be provided, so the BMA planned its mass vaccination programme accordingly.

So far the BMA has received only 350,000 vaccine doses, in addition to the 150,000 Sinovac jabs it has to cover injections from last Monday until today.

Of these received doses, 181,400 doses of the AstraZeneca vaccine have been redistributed to hospitals in Bangkok handling vaccination appointments. The BMA only supplies the jabs given by the ministry to these hospitals for the vaccination programme, where up to 450,000 people have already booked their vaccination appointments.

Out of the total supply of 6.3 million doses of Covid-19 vaccines expected to be delivered this month, Bangkok was promised to get 1.16 million doses, while the other 76 provinces will receive 3.22 million doses, said Dr Opas Karnkawinpong, director-general of the Department of Disease Control. Provinces with a less serious outbreak situation may be able to delay their vaccination programmes, Dr Opas said.

The Rural Doctors Society pointed out Prime Minister Prayut Chan-o-cha, in his capacity as head of the Centre for Covid-19 Situation Administration (CCSA), was to blame for the "vaccine chaos" in Bangkok. It said the CCSA resolved to give 1 million jabs for Bangkok in June and about 500,000 doses had been allocated last week.

Gen Prayut held a special meeting of the CCSA on May 3 which resolved to set up a Covid-19 centre for Bangkok and surrounding provinces. No cabinet ministers, not even the public health minister, were appointed to the centre, the network said.
