    INCHEON, May 19 (Yonhap) -- The number of confirmed coronavirus cases in Incheon traced to an infected private academy instructor at the center of the port city's latest outbreak of cluster infections have increased by four to 21, the municipal government said Tuesday.

    The latest victims include a Chinese couple who used a taxi driven by a 66-year-old man who contracted COVID-19 after driving the instructor in Incheon, about 50 kilometers west of Seoul, on May 4, the government said.

    The Chinese couple, aged 53 and 48, who reside in the city's Yeonsu Ward, took the infected driver's taxi last Saturday, it said.

    Separately, a 17-year-old student, who visited a coin karaoke room in Michuhol Ward on May 6, and his 36-year-old mother have tested positive, the government said, noting the instructor and two of his infected academy students also visited the same karaoke room on the same day.

    The latest infections have been confirmed as quarantine authorities have been conducting coronavirus tests on all 143 passengers who made credit card payments after taking the infected driver's taxi from May 4 to last Saturday, as well as on all citizens who visited the Michuhol karaoke room on May 6.

    The driver, who had sat behind the wheel before developing symptoms of cough and sore throat last Saturday, and his 67-year-old wife tested positive on Sunday and Monday, respectively.

    The headcount is likely to increase by one, as a four-year-old grandson of the taxi driver, who lives in Yongin, just south of Seoul, has been found to be infected, according to Yongin officials. The boy had reportedly stayed at his grandparent's home in Incheon's Namdong Ward from May 9-17.

    The controversial instructor, a 25-year-old university senior, tested positive for the virus on May 9 after visiting King Club, one of Itaewon's nightspots at the center of the recent resurgence of virus infections, on May 2, but he lied about his teaching job at an Incheon private academy, hampering quarantine efforts by the local government. He is now under police investigation after the government filed a criminal complaint.

    So far, a total of 21 confirmed cases, including 11 students, have been traced to the instructor.

    The instructor was found to have taken taxis 13 times from May 2-8, prompting authorities to conduct virus tests on all 13 drivers. Except for the 66-year-old driver, the 12 others have tested negative.

    Quarantine officials are particularly embarrassed as the instructor had probably infected the taxi driver even though both of them wore face masks during the ride.

    Another Republican who isn't worried about killing people as long as she gets their vote first.

    KAYSVILLE — The Alliance for a Better Utah is calling on Kaysville Mayor Katie Witt to resign after she opened up the city to a free outdoor concert May 30 in conjunction with activists opposed to restrictions brought on by the COVID-19 pandemic.

    Witt expressed her support for the concert in a press release issued last week by Utah Business Revival that is sponsoring the event and asked residents to come “be a pioneer and patriot with us.”

    But some question her motives.


    “The major concern is that an elected official is using her power to do something dangerous to her community and those who live outside of it too,” said Chase Thomas, executive director of Alliance for a Better Utah.

    He said Witt’s support of the concert “seems to be a blatant disregard for her constituents’ health and well-being.” He also said the timing of Witt’s decision appears to be political because she is currently running for Congress in the 1st Congressional District.

    State Sen. Todd Weiler, R-Woods Cross, took to Twitter to call for Witt’s resignation as well, saying she is “abusing her office to generate free media in her run for Congress.”


    He
    tweeted that he disapproves of “this publicity stunt from the mayor who collected parade chairs placed too early ‘because rules are rules.’”


    Witt said she decided to support the concert because she likes where Davis County’s and the state’s COVID-19 numbers are right now. She said Kaysville residents and businesses have done a great job doing their part to protect public health, but that she wants to be helpful to the struggling small businesses in her city.


    “What I’m doing is protecting our constitutional freedoms and apparently that (disqualifies you) for office,” Witt said. “If the government always gets to decide when it’s safe enough for you to have constitutional freedoms, then you don’t have constitutional freedoms.”


    Members of the Kaysville City Council are also questioning the idea.


    Councilwoman Michelle Barber
    wrote in a Facebook post that the City Council is “not supporting or endorsing this event and are considering all options to prevent it from happening within our jurisdiction.”


    Barber said Witt surprised the council by telling members about the concert less than 24 hours before publicly announcing it.


    “There’s a reason we have a 30-day minimum advance notice to process an event permit. It’s so that we can research the event and implement safety precautions to see how to proceed and endorse it to make sure people and park stays safe,” Barber said. “This obviously had not been done.”


    Barber said she decided to be vocal about the issue because of her concern for residents.


    “My first and foremost priority is Kaysville city because that’s who elected me. This is not in Kaysville city’s best interest,” she said.


    Councilman Andre Lortz said the council has been receiving a lot of feedback from residents who are angry and concerned about the concert.


    Witt acknowledged there is concern for public health, but says residents are at a low risk and that Utah’s yellow risk could change to green before the concert takes place.


    “What we’re asking for people to do is use good judgment and make the best call for themselves and their families,” Witt said.


    Public health officials disagree with holding the event.


    Isa Perry, public information officer for the Davis County Health Department, said the department is “disappointed” that a concert is even being considered right now. She said the department has fielded a lot of calls from residents who are concerned and angry with the decision to hold a concert.


    She recommended that people not attend to keep themselves and others safe while the state continues to manage the outbreak. The biggest concern with a concert like this is that it will severely impair the department’s ability to do contact tracing, she said.


    “In a case like this, where there’s no way to trace attendance or seating; it would be difficult to notify those who are at risk,” Perry said.


    Thomas echoed Perry’s remarks, saying that an event like this not only puts Kaysville residents at risk, but also places the rest of Utah at risk too.


    “There’s a chance the virus could be brought into the city from outside attendees or it could be spread from Kaysville to other areas,” Thomas said.


    Witt said she isn’t sure if the organizer’s plans were to follow Gov. Gary Herbert’s public health directives, saying she’s heard there will be signs promoting social distancing and personal hygiene.


    Instead, she put the responsibility on individuals rather than the organizers.


    “With rights come responsibilities, so obviously if you’re going to be out in a large group, then you need to be personally responsible,” Witt said.


    Utah Business Revival’s founder Eric Moutsos said he won’t be enforcing the governor’s recommendations or health directives.


    “We aren’t going to follow the guidelines because the primary color chart (the state) made is unconstitutional,” he said. “They can’t enforce it and they know it. If they try to enforce it, they are going to face resistance.”


    Moutsos said that people need to “push back” against government and health department officials who place restrictions on local businesses and people to try to contain the spread of the virus. The concert is an opportunity to show the world that people can gather safely in large groups “without any spikes in COVID,” he said.

    DELAND, Fla. (AP) — Deputies in Florida said they were hit with cups of alcohol, bottles and bar stools after they made arrests at a weekend block party involving thousands of party-goers, officials reported Monday.

    The Volusia County Sheriff's Office
    estimated 3,000 people were at the outdoor party spanning several locations in DeLand that started Saturday afternoon and lasted until early Sunday.

    Two men were arrested for possession of a weapon by a convicted felon, tampering with evidence, inciting a riot and resisting an officer without violence. During the arrests, two deputies were hit with a cup of alcohol, another deputy was sucker-punched by a man who fled and another deputy and a DeLand police officer were hit with a bar stool and Mason jar, according to the sheriff's office.

    Glass bottles were thrown at patrol vehicles while the arrests were made. A deputy injured his knee, and an police officer who was hit by a jar had a minor head injury, the sheriff's office said.

    A passenger in a vehicle pointed a rifle or shotgun in the direction of a deputy and pedestrians gathered at a gas station, according to the sheriff's office.

    Some party-goers said they were targeted because the crowd was largely African American, but Sheriff Mike Chitwood said in a news release that the actions by deputies were aimed at keeping the public safe. Deputies were at the block party for crowd control and to keep cars from blocking traffic, not for enforcing social distancing as a result of the
    coronavirus, the sheriff's office said.

    “How are we supposed to turn a blind eye to someone pointing a gun at a crowd, or two convicted felons exchanging a loaded gun right in front of our face?" Chitwood said.

    Am I right in thinking that French police sprayed rioters with indelible paint and then left the party people to it until the next day. They then busted anyone showing paint. Sometime in the 60's I think.

    Not only the French but many other countries use this. Back in the early 70's I did a spell at Porton Down and we were sprayed by water cannon that contained an invisible dye and a form of liquid CS gas. The dye was detectable days after the initial spaying by using an ultraviolet light. The 'CS gas' liquid burned your eyes and disorientated you to the point you didn't know one way from another.

Perhaps you should find out the state of play among your peers who also experienced this form of guinea-pig experimentation when their sensory powers were so discombobulated. How could one best identify them in a publicity campaign attracting potential litigants who are still a bit out of kilter?

    Interesting though the way the police effect an arrest in profane terms. Do they learn the exhortation " Put your fucking hands up" at the Academy now as best practice? I suppose it doesn't really matter when you are confronting a herd of drunken idiots.

    They really need to re-organise and police the black neighbourhoods with black officers. The current situation is untenable for both races.

    Agreed - but, here is the problem -

    In the US I frequently attended Town Council meetings on business. I lived in about a 50-50 caucasian/black township - at one meeting a black church group showed and argued with the Police Chief that his police force was 90/95% White.

    His response - I have no say in the hiring process, I am required by law to hire the person(s) who scored the highest on the examination - I hire numbers, not races, not names.

    You clearly can't say anything positive about Thais without making it into an insult at the same time.

    In truth it seems people everywhere have concluded that staying home whenever possible and wearing a mask / minimising contact when that is not possible is the common sense way to go.

    It's just that in SEA that happens to be also what the leaders have been saying, while elsewhere some leaders seem to have different ideas about what people other than them should be doing.
