    BANGKOK (Reuters) - Thailand’s cabinet on Tuesday approved additional stimulus measures worth 107 billion baht (2.80 billion pounds) in a bid to mitigate the impact of the coronavirus outbreak.

    The measures include cash handouts, soft loans, emergency loans, tax breaks, Deputy Prime Minister Somkid Jatusripitak told reporters after a cabinet meeting.

    Earlier on Tuesday, Thailand reported 106 new coronavirus cases and 3 more deaths, taking the total to 827 cases and 4 deaths.

    The Thai PM has today announced an Emergency Decree for Thailand. Under the decree, the Prime Minister will have sole authority in implementing policies to combat the Covid-19 outbreak in the Kingdom. The PM will work with the Centre for Resolution of Emergency Situations. The centre will meet daily at 9.30am each day to monitor the epidemic and take necessary actions.

    The decree comes into effect on March 26, 2020.

    In his televised announcement at Government House, Gen Prayut said new requirements to control the disease would be enforced.

    This is a translation of the Emergency Decree declared this afternoon. The translation has been done to provide a quick guide of the intentions. We will publish the government’s official English translation as soon as it becomes available. In the meantime this is a guide only….


    On March 24, 2020, Gen. Prayut Chan-o-cha, Prime Minister of Thailand and Minister of Defense.

    Announcement of the Cabinet’s resolution issuing the Emergency Decree on Government Administration in Emergency Situations 2005 to control the outbreak of Covid-19 virus infection.

    In accordance with Article 9, in the event that it is necessary to resolve an emergency situation to end immediately or to prevent a more serious incident, the Prime Minister has the power to issue regulations.

    Level 1 – general emergency situations.

    No one may leave the home within the specified period. Unless authorised by a competent official. The current news says that the curfew will be specified at 19.00-07.00 hrs (7pm-7am).
    – Prohibiting assembly or mingling anywhere.
    – prohibiting the use of transportation routes or the use of vehicles Or stipulating conditions for the use of transportation routes or the use of vehicles

    Critical emergency situations
    – The authority shall have the power to arrest and control any person suspected to be a co-offender in an emergency situation. As is necessary to suppress the violence without delay.
    – The authority shall have the power to issue an order calling any person to conduct a report or in for questioning.
    – The official shall have the power to issue an order to seize or retain, consumer goods, chemicals or any other objects.
    – The authority shall have the power to issue an order to search, demolish or destroy any building or obsitcal if needed.
    – The authority shall have the power to issue an order prohibiting anyone to leave the Kingdom.
    – Issue orders to use military force for Serious events or an emergency situation to sustain and minimise the level of damage.

    ...^^^Presumably, the BTS will not start running before 7am so early starts at CW are out...that also means the supermarkets, pharmacies and convenience stores will have to close well before 7pm to allow staff to return home. I wonder if anyone, anyone at all, has thought this through...

    It does mention exemptions. Presumably essential staff will be issued with the necessary paperwork.

    Well, it seems like the projections I've been consistently using, which the usual muppets on here were call ridiculous and calling scare-mongering, were massively on the low side...



    Even if Europe slows down now (which it may or may not), the US is on the increase (and that'll be dramatic over the next couple of weeks), both will likely be dwarfed by India (currently showing 500 cases) and South Africa (currently showing 400 cases)/Africa generally.

    We're gonna be at 500,000+ cases by the end of March and if April is the month that India and Africa take off then that might mean 1,000,000 infected, within 4 months.

    SARS had 80,000 cases in about 9 months then pretty much ended - I hope you idiots who were claiming it was worse than Covid-19 (never mind the inane common-flu idiocy...) will finally shut up, but you won't, you haven't, you keep on trolling...

    When the likes of India and Africa take off, with the nature of this virus and the need for ICU units (which simply are not available in suitable numbers in Europe nevermind India and Africa), the deaths will be massive, and most will probably not be noted as Covid-19 as test kits won't be available and overwhelmed health services simply won't be able to detail them.

    "We saw Trump on TV — every channel — and all of his buddies and that this was safe," the woman told NBC News' Vaughn Hillyard, referring to President Donald Trump. "Trump kept saying it was basically pretty much a cure."

    NBC News reported that the man, 68, and his wife, 61, both took chloroquine to guard against the novel coronavirus, which causes a potentially fatal disease known as COVID-19. It's not clear how much chloroquine the man ingested, and Banner Health said he and his wife ingested a version of the chemical that's used to clean aquariums.

    Both individuals needed to seek medical care within half an hour; the woman is currently in critical condition and the man eventually died.
    Chloroquine is used to treat malaria, but there is no conclusive evidence that it is effective against the coronavirus, which the World Health Organization declared a pandemic earlier this month.

    However, the president repeatedly touted the drug as a "very powerful" treatment for the disease and falsely claimed it had been approved by the Food and Drug Administration.

    "It's shown very encouraging — very, very encouraging early results," Trump said last week. "And we're going to be able to make that drug available almost immediately. And that's where the FDA has been so great. They — they've gone through the approval process; it's been approved. And they did it, they took it down from many, many months to immediate. So we're going to be able to make that drug available by prescription or states."

    The FDA came out with a statement after Trump's comments saying it had not approved chloroquine for the coronavirus and that much more research had to be done.

    "Did you at any point hear that the FDA had not approved of it for coronavirus purposes?" Hillyard asked the woman.
    "Yeah," she said. "But, you know, they kept saying that it was approved for other things."

    Asked what her message to the American public is after what she and her husband went through, the woman told NBC News, "Oh my God, don't take anything. Don't believe anything that the president says and his people ... call your doctor."

    "Please educate the people," she added, according to audio of the conversation that Hillyard posted to Twitter. "It feels like, like my heart is broken and it'll never mend. It's just broke, dead. Like my husband. My husband is 68. We're healthy. No underlying — no diabetes or lung issues. Nothing."
