About 20 senior officials implicated in destitute fund fraud face transfer

About 20 middle-ranking officials of the Department of Social Development and Welfare will face transfer this month as the Public Sector Anti-Corruption Commission has discovered that up to 89 percent of the 109 million baht fund for the destitute for 2017 fiscal year were embezzled by corrupt officials.


The department chief Mrs Napa Setthakorn said that the planned mass transfer stemmed from the PAAC’s investigation which has implicated the 20 officials of alleged involvement in the cheats, adding that the PAAC’s investigation outcome matches with that undertaken by the department.


PACC secretary-general Lt-Col Korntip Daroj said its investigation found irregularities concerning the fund disbursement in centres for the destitute in 56 provinces.


He said that only 11 percent of the 109 million baht fund allocated for 2017 fiscal year actually reached the poor and the destitute while the bulk of the fund was stolen.


Of the 56 centres where irregularities were uncovered, PACC has agreed to conduct further investigation into 33 centres.


Besides the centres for the destitute, PACC has also found out that about 80 percent of the 135 million baht fund allocated for eight self-help cooperatives were believed to be embezzled.

I would suspect that if they keep trying they would come close to a perfect record

Transfers can mean time given to resign, depending on how badly you have fuked up.
5,6 years ago, DSI and drug suppression police came up to the border to investigate local police involvement in drug smuggling and trafficking.

50 cops were transferred to the deep south, Yala etc, don't think one excepted the transfer, all resigned.

Face saved, no cops jailed, bad cops out, just the way things work.

Good thinking; the threat of transfers to 'inactive posts' in the South would be a far more effective deterrent.

PM honors persons behind revelation of fraud in destitute funds

BANGKOK, 17th April 2018 (NNT) – The Prime Minister has commended two individuals for their disclosure of corruption in the funds to help the destitute across the country.

Prime Minister Gen Prayut Chan-o-cha has presided over a ceremony to confer plaques of honor on Ms Nattakarn Muenphol, a former employee of the Khon Kaen Protection Center for the Destitute, and Ms Panida Yospanya, a senior student of Maha Sarakham University and a former intern at the center.

The two were praised for filing reports over corruption being committed by officials in charge of the Khon Kaen fund for the destitute, leading to investigations and legal action against the wrongdoers. The probes then expanded to other such funds across the country and exposed corruption in many places.

During the ceremony, the Prime Minister expressed his thanks and offered moral support to the duo, insisting that they need not worry about their safety as they are already under protection by security units. He encouraged them to continue doing good and promised that any corrupt authorities will be stripped of their power.

At the occasion, Prime Minister Prayut underscored the government’s devotion to preventing and eradicating corruption, adding that the promotion of intolerance of corruption in the community, has been included in the national agenda.

217 officials found embezzling state funds for the destitute

CHIANG MAI, 8th May 2018 (NNT) - The Office of the Public Sector Anti-Corruption Commission (PACC) has reported 50% progress in its investigation into the embezzlement of state funds for the destitute in Chiang Mai province.

PACC Secretary-General Lt.Col. Kornthip Daroj visited the Chiang Mai Protection Center for the Destitute to follow up on the alleged malfeasance. He noted that investigators found it difficult to contact all 1,000 victims, as they live in remote areas of Chiang Mai province.

Investigations in 67 other provinces also found 217 low and high-ranking officials involved in the embezzlement of the state funds. They will be subjected to disciplinary action by the Ministry of Social Development and Human Security.

More investigations are expected to be conducted at 28 highland development and co-op centers in Chiang Mai, Chiang Rai, Lamphun, Lampang and Nan to examine whether other state funds have been misappropriated.

I know a case where assets were seized whereas the culprit didn't personally benefit from the criticized scheme.

Some of it already has been given to those where supposed to get it, dont have a link but read about it a few days back in one of the Thai papers.

I think on balance this country has, endemically, the most duplicitous, larcenous, hypocritical and greediest society I have ever encountered.

Theft, corruption, cronyism and nepotism are quite literally the system.

But this particular crime, a conspiracy dedicated to thieving from the poorest must mark them out as truly the pits of global civilisation.
