Italian-Thai boss charged with hunting in sanctuary

The president of Italian-Thai Development Plc, Premchai Karnasuta, has been arrested for alleged poaching in the Thung Yai Naresuan wildlife sanctuary in Kanchanaburi, an official said on Tuesday.

Sompote Maneerat, a spokesman for the National Parks, Wildlife and Plant Conservation Department, said Premchai was arrested at a campsite in the wildlife sanctuary on Sunday night

The businessman was taken to Thong Pha Phume police station to be charged. He denied all the charges.

Sompote said park officials guarding the wildlife sanctuary were informed at 2pm Sunday that a group of people was camping in a prohibited area of the sanctuary.

When they checked and found Premchai and several others.
They also found carcasses of a Kalij pheasant, a barking deer and a black leopard at the camp, Sompote said.

Two rifles, a shotgun and ammunition were also seized.

Sompote said that although Premchai denied poaching, the officials had a lot of evidence against him.

Perhaps one of the others in the group will come forward to say that they are guilty and not the businessman.

BANGKOK -- Premchai Karnasuta, president of Thai construction company Italian-Thai Development, has been granted bail after his arrest late Sunday for allegedly hunting protected wild animals in a World Heritage wildlife sanctuary in the western province of Kanchanaburi.

Premchai was granted bail of 150,000 baht ($4,800) Tuesday afternoon after being held for two days. The company has not commented on the situation.

The Department of National Parks, Wildlife and Plant Conservation said that Premchai was found late Sunday in a non-camping area of the Thungyai Naresuan Wildlife Sanctuary with skinned carcasses of protected animals such as a 1.48m long black panther, a Kalij pheasant and a barking deer. He has been charged with unauthorized hunting and related offences. He is also charged with illegal possession of firearms, including two rifles, a gun and ammunition.

Local media reported that three other Italian-Thai employees with Premchai in the sanctuary have been arrested too. The group entered the wildlife sanctuary on Saturday, telling the rangers that they were on a one-night, two-day camping and trekking trip but were found by park rangers to have gone into the protected area late Sunday.

Premchai is the son of Italian-Thai co-founder Chaijudh Karnasuta and has been president of the company since 1983. The 63-year-old is the biggest shareholder of the company with a roughly 15% stake. Italian-Thai is one of the largest construction companies in Thailand and has been in charge of large projects such as the Suvarnabhumi International Airport, the country's main gateway. It was also involved in constructing mass transit projects in Bangkok.

The company has been aggressively expanding to countries such as India, Bangladesh, Cambodia and Australia. It was selected as the developer of the initial phase of the Dawei Special Economic Zone, a huge planned industrial estate in southeastern Myanmar, although plans have been delayed for years.

Following the news of Premchai's arrest, shares of Italian-Thai dropped 3.63% on Tuesday. In comparison, the benchmark Stock Exchange of Thailand index closed down 1.21% after narrowing losses toward the end of the day.

Govt: Business tycoon on hunting spree to face prosecution

BANGKOK, 6 February 2018 (NNT) – The Prime Minister has ordered that legal action be taken against the president of Italian-Thai Development, who was recently arrested for illegal poaching, while the Ministry of Natural Resources and Environment affirms he has been given no special treatment.

After Mr Premchai Karnasuta, President of Italian-Thai Development Plc, was apprehended for hunting protected animals in Thung Yai Naresuan Wildlife Sanctuary in Kanchanaburi province, Prime Minister Gen Prayut Chan-o-cha called on all agencies involved in the investigation of the case to work with integrity. He insisted that any law violators must be subjected to punishment regardless of their social status.

Minister of Natural Resources and Environment Gen Surasak Kanjanarat, meanwhile, clarified that Mr Premchai was given permission to enter the forest as a regular visitor, not as a privileged guest of the ministry. Should he be found guilty as charged, the minister affirmed he will be prosecuted by law.

Director-General of the Department of National Parks, Wildlife and Plant Conservation Thanya Netithammakun pointed out that authorities responsible for the arrest of Mr Premchai have done their best in enforcing the law without any favoritism. He said the matter is now left to the judicial system.

What anything you can expect when we do not have a "democratically elected govt" (as e.g. before)?

The high level cop who was caught hunting in Kaeng Krachan NP got 11years behind bars although whether he actually served any of it is another thing.

This involves the countries top wildlife sanctuary that has a higher level of protection than a NP and is very difficult to get permission to enter so he deserves a greater punishment.

There was another case of illegal hunting in that sanctuary 45years ago that was exposed by a military helicopter crash.

There is said to be a curse of the divine protectors of that sanctuary, lets hope the full weight of that curse descends upon him.

This story remind me the one of the 2 elders jailed for picking up mushrooms in a protected area, and also the one about the guy who got jailed for cutting a fallen tree on his land because it was blocking the way... But those were poor people, rich people don't do that (jail time)

It's a sad indictment on the country when the government has to make of point of saying these things.
It will be a sadder indictment on the country when his employee subordinates on the trip are allowed to take the fall.

This gent believes there is something (someone) missing from this story.

A retired director general in the Natural Resources and Environment Ministry yesterday said he believed more than three people accompanied construction company tycoon Premchai Karnasutra on his trip to Thung Yai Naresuan Wildlife Sanctuary in Kanchanaburi province.

Damrong Pidet, former director general of the National Park, Wildlife and Plants department, said that Premchai would have needed someone familiar with Thung Yai Naresuan Wildlife Sanctuary to help him on his alleged hunting trip.

Without any help from local hunters, Premchai could not have survived in the thick forest, particularly during the night time, Damrong said. As an inexperienced person, he would have needed professional help to remain safe.

Premchai appeared not to be a professional shooter, although he had with him many rifles in the campsite. Therefore, he may have had someone else shoot the protected animals, Damrong said.

At Premchai’s campsite, forest rangers found remains of barking deer, black leopard and pheasant.
Three other suspects were arrested for illegal poaching along with Premchai, but they were his driver, his cook and his close aide. None of them had jungle experience, Damrong said. Therefore, he believed someone had escaped arrest.

Premchai ?must have had help? in jungle

I suspect he is correct it is stretching credibility to believe that the fat slob who is used to sitting on his chiff giving orders and having others do the work would or could have the ability to track down and kill a leopard in the forest.

It says nothing anywhere about them having their phones taken off them but they could be the key to the whole thing as they would have likely been used to organise the trip, local guides, hunters (poachers).

..It looks like Damrong is starting an angle that the fat slob is not guilty, but a peasant poacher who has escaped the net.

He may get off the charges of actually hunting but there is still the firearms which he admitted were his, the carcasses in his camp some of which according to other reports they had already eaten and being in a prohibited area. Many charges there which he will have trouble explaining.

He may, and that would be the fault of the judiciary. Any decent prosecutor would see all charges stick.

Home of CEO suspected of poaching searched

BANGKOK, 8th February 2018 (NNT) – A search of the home of the Italian Thai Co Ltd executive suspected of poaching in a wildlife sanctuary has turned up 43 firearms and two pairs of elephant tusks, leading authorities to believe he regularly engages in illegal hunts.

Police have enacted a warrant to search the home of Italian Thai Co Ltd CEO Premchai Kannasut who was earlier arrested after being discovered with three others in a restricted area of the Thungyai Naresuan Wildlife Sanctuary surrounded by weapons and indications of poaching.

The suspect’s lawyer Witool Yamprai led the search conducted by investigators and officers from the Natural Environment Division. The division’s deputy commander Pol Lt Col Suwat Intasit disclosed that the search of the first of Premchai’s three homes did not turn up any incriminating evidence with his wife in a state of distress and unable to provide information. However the search ultimately turned up 43 firearms including rifles and shotguns. All of the weapons were properly stored with four registered to Premchai and one to his son. All are being checked for recent usage but may also have been for show. Two pairs of elephant ivory tusks were also found, both properly licensed from 2017. No other signs of illegal activity were found.

Deputy Commander of the Royal Thai Police Pol Gen Sriwara Rangsiphramnakul later joined the search, remarking that the discovery of weaponry and animal paraphernalia combined with Premchai’s recent arrest indicated a pattern of illegal animal hunting.

Police are to begin questioning agents from the Department of Wildlife Conservation today along with others involved in the case. Meanwhile, they are confident Premchai is still in Bangkok as immigration officials have been instructed to monitor his possible departure.

Pol Gen Sriwara confirmed the case would be handled in a straight forward manner and justice would be served.

^ Was kind of hoping they would throw him to the tigers and leopards. Just drop his fat butt off in the middle of the jungle alone to let him survive against the cats and nature without a guide or gun. No one would ever see him again.
